(브레이크뉴스인천 박상도 기자) 인천시의회가 17일, 44년이 지나 시설이 노후화된 부평구 군인아파트(이하 삼마아파트, 부평구 부개1동 445-3 일원)의 재건축과 관련한 문제를 공론화하고, 해결 방안을 찾기 위한 주민 의견을 청취했다고 밝혔다.

인천시의회에 따르면, 시의회 건설교통위원회는 지난 16일 시의회 별관 5층 세미나실에서 김대중 위원장 및 유경희 문화복지위원장, 건설교통위원회 박종혁․이단비 의원, 강유정 인천시 도시계획과장, 국방부 관계자 등이 참석한 가운데 ‘부평 부개동 군인아파트 재건축 관련 주민 간담회’를 개최했다.

또, 이날 김동민·여명자·이익성 부평구의원과 홍원엽 부개1동 주민자치회장 등 지역 주민 대표들도 참석해 자유롭게 의견을 개진했다.

그동안 해당 부지는 44년이 지난 군 관사로 주거환경 개선의 필요성은 인정되지만, 사업이 지나치게 빠르게 추진되면서 주민의 알 권리와 참여권이 침해되고 있다는 지적이 제기됐다.

홍원엽 주민자치회장은 “인천시가 최근 제2종 일반주거지역 내 국방 및 군사시설(군 관사) 입지를 허용하는 조례 개정을 추진하고 있으며, 5월 중 우선협상대상자와의 협약 체결까지 예정돼 있다”며 “군 관사 재건축의 필요성은 공감하지만, 인근 주민들의 생활환경 변화에 대한 영향이 충분히 고려되지 않아 지역사회와의 충분한 논의가 선행돼야 한다”고 강조했다.

이어 유경희 위원장은 “이 지역은 부개산 자락의 쾌적한 환경 속에서 조용히 살아가던 고령 주민이 많은 저층 주거지역으로, 단순한 이주가 아닌 지역 내 재정착을 위한 실질적인 보상과 대책이 마련돼야 한다”고 했다.

박종혁 의원은 “주민들은 과거 61사단 해체 당시 약속됐던 공원화가 무산되고, 오히려 군 시설이 집중된 상황에 대해 실망이 크다”며 “명확하고 구체적인 보상 대책을 제시해 부평 주민 신뢰를 회복해야 한다”고 주장했다.

이단비 의원은 “조례 개정과 사업 추진은 지역 주민들의 삶에 중대한 영향을 미치는 사안인 만큼, 충분한 공론화와 숙의 과정을 거쳐야 한다”고 제안했다.

끝으로 김대중 위원장은 “이번 주민 간담회를 계기로 관련 정책과 조례 개정 절차가 더욱 투명하고 공정한 방식으로 검토되도록 노력하겠다”고 말했다.

또한, 인천시의회가 17일, 주민참여예산제도의 공정하고 투명한 운영 방안 마련을 위해 총 9명의 전문가로 체계적이고 전문적인 위원회 역량을 확보했다고 밝혔다.

인천시의회에 따르면, 지난 2월 구성된 ‘인천광역시의회 주민참여예산 특별위원회(위원장 김용희)’는 최근 의회 접견실에서 효율적인 활동을 위해 변호사, 회계사 등 7명의 전문가 위촉식을 가졌다.

이번에 위촉된 전문가는 시민단체 길민정 씨, 언론인 김만수 씨, 회계 임우상 씨, 법률 조용주․최명섭 씨, 기업인 최연선․홍인걸 씨 등이다.

이로써 인천시의회 주민참여예산 특별위원회는 지난달 15일 변호사 박주현 씨와 언론인 정찬흥 씨 등 2명과 이번에 7명 등 총 9명의 전문가들과 활동하게 됐다.

정해권 의장은 “회계․법률 분야의 전문가 위촉으로 주민참여예산 특별위원회가 보다 체계적이고, 전문적인 위원회 역량을 확보할 수 있을 것”이라고 말했다.

이어 김용희 위원장은 “주민참여예산제도가 보다 공정하고 투명하게 운영할 수 있도록 관련 법령 및 규정에 따라 제반 문제점에 대한 대책과 개선 방안을 마련하겠다”고 했다.
