첫째, 대규모 투자 생태계를 조성한다. 

2029년까지 총 2조 7천억 원 규모의 펀드를 마련하고 인천벤처투자회사를 설립해 초기기업과 전략산업 기업에 투자한다. 

13개 대학과 연계한 ‘청년 유니콘 연결 펀드’를 통해 청년 창업이 곧 유니콘으로 성장할 수 있는 사다리를 구축하며, 민간 CVC 펀딩을 통해 개방형 혁신을 활성화한다.

둘째, 글로벌 시장 진출 플랫폼을 강화한다. 

글로벌 대기업과의 파트너십을 통해 단기간에 유니콘으로 성장할 수 있는 ‘FAST TRACK’을 구축하고, ‘i-스타트업 유니콘 드림’ 사업을 본격 추진한다.

특히, 송도 연구개발단지를 중심으로 연구·교육·인재양성·실증이 융합된 혁신 환경을 조성하고, 인천 전역을 실증 자유구역으로 확대해 대기업·중소기업·공공기관이 신기술을 검증하고 상용화할 수 있도록 돕는다.

이날 행사에서는 AWS코리아, 지멘스 인더스트리 소프트웨어 코리아 등 글로벌 대기업과의 업무협약식도 진행됐다.
