지난 2002년 설립된 동천휴는 그동안 시설을 부분적으로 보수해 왔지만 단열효과가 좋지 않은 창호와 파손된 바닥재, 오래된 벽면 때문에 겨울에 춥고, 환기의 어려움으로 미세먼지와 공기 질이 좋지 않아 시설이용에 불편함이 많은 상황이었다.
