인천시, ‘화이트바이오산업’육성전략 관련 공모사업 연이어 선정

(브레이크뉴스인천 박상도 기자) 인천시가  지난 4월 9일 발표한 ‘화이트바이오산업 육성전략’과 관련한 정부 공모사업에 연이어 선정됐다.


우선, 산업통상자원부의 ‘플라스틱 대체물질 소재부품장비산업 지원센터 구축사업’수행기관으로 최종 선정됐다고 밝혔다.


산업통상자원부‘산업혁신기반구축사업’은 산학연이 공동 활용할 수 있는 핵심 산업 기술 분야의 시설·장비 조성을 지원하는 사업이다.


‘플라스틱 대체물질 소재부품장비산업 지원센터’는 2025년까지 총사업비 150억(국비 70억, 인천시 15억, 민자 65억)이 투입되어 인천대학교 부지에 구축된다.


참여기관으로는 한국건설생활환경시험연구원(KCL), 인천대, 한국석유화학협회, 한국플라스틱산업협동조합이 협력한다.


인천시는 다양한 환경(토양, 해양, 수계, 혐기환경)에서의 생분해도 평가, 분해 산물의 생태독성평가, 플라스틱 온실가스 저감 확인 위한 바이오매스 함량평가 등 시험평가 인프라와 생분해성 플라스틱의 생산-폐기-재자원화 등 전주기적 선순환 생태계를 조성하기 위한 바이오 폐기물 실증시설, 석유계 생분해성 원료 개발 지원을 위한 파일럿을 구축할 예정이다.


또한, 생분해 및 바이오매스 분야에 대해 센터에서 발행한 성적서가 해외에서 인정될 수 있도록 글로벌 인증기관인 TUV 라인란드(DIN CERTCO 인증)와 업무협약을 통해 수출기업을 지원할 예정이다.


인천시는 향후 생분해성 플라스틱에 대해 DIN CERTCO 인증체계를 바탕으로 TUV 라인란드, 한국바이오플라스틱협회, 한국건설생활환경시험연구원 등과 ‘인천형 인증제도’를 개발·운영할 계획이며, 산업부와 공동으로 민간인증체계를 구축해 보급·확산을 추진할 예정이다.


또한, 표준개발 지원, 국내외 컨퍼런스 개최와 인력양성 및 시제품 제작 지원 등을 통해 화이트바이오 산업분야 기업 경쟁력 강화 및 사업화 촉진을 위한 지원체계를 고도화한다.


생분해성 플라스틱은 주로 빨대, 컵, 트레이, 용기, 봉투 등 Food contact 제품에 주로 사용되고 있으나, 현재 대부분 소각되고 있는 실정이다.


생분해성 플라스틱은 국내에서 연간(18년) 2.3만 톤이 소비된 것으로 추정되고 있으나, 25년 이후에는 연간 10만 톤 이상 소비되어 생분해성 폐플라스틱이 사회문제로 부각될 것으로 전망되고 있다.


두 번째로, 국토교통과학기술진흥원‘탄소중립도시형 생분해성 플라스틱 자원화 플랜트 실증 연구’기획과제가 선정됐다.


인천시에서는 플라스틱 사회문제 해결, 온실가스 저감과 탄소중립 대응을 위해 생분해성 플라스틱의 비소각 비매립 방식의 대규모 친환경 처리시스템을 구축할 예정이다.


기반구축 사업을 통해 파일럿 단계의 소규모 실증을 추진하고, 후속으로 탄소중립도시형 생분해성 플라스틱 자원화 플랜트 실증 연구를 위해 올해부터 국토교통교통과학기술진흥원의 기획연구와 연계한다.

 

생분해성 폐플라스틱 대량 수거 위한 시범단지(스타디움, 대형마트, 멀티컴플렉스, 캠퍼스, 주유소 등) 자원순환 모델 설계와 일간 1톤 이상 처리규모의 바이오폐기물(생분해성 폐플라스틱 + 음식물) 처리시설 구축 및 유용자원화(온실가스 무배출 에너지 자립 실증모델) 시설 구축을 통한 비소각, 비매립 탄소순환 경제모델을 설계할 예정이며, 23년부터는 본격적으로 실행할 계획이다.

Incheon City is planning to build a large-scale eco-friendly treatment system for non-incineration and non-landfilling of biodegradable plastics to solve social problems of plastics, reduce greenhouse gas and respond to carbon neutrality.
