인천시의회, 어린이 놀이터 혁신 특별위원회 토론회 및 자치분권 넥스트플랜 세미나 개최

(브레이크뉴스인천 박상도 기자) 인천시의회 어린이 놀이터 혁신 특별위원회(위원장 유세움)가 지난 6월 30일 ‘어린이공원 및 놀이터 주변 환경 개선 방안’이라는 주제로 관련 토론회를 개최했다.

 
이번 토론회는 인천지역 내 어린이 놀이터의 환경적 문제, 시설 구성 등에 있어 신도시와 원도심 간의 불평등, 기구 중심의 획일적 조성, 안전성 등 놀이터 전반에 대한 문제점과 이를 해결하기 위한 다양한 의견 교류의 자리로 마련됐다.

 

또, 놀이터 실수요자인 학생들과 놀이문화 조성 사업을 추진하고 있는 사회단체 및 인천시 관련부서 등도 참여해 공동의 해법을 찾기 위한 열띤 토론이 이어졌다.


이날 토론회는 그동안 10회에 걸쳐 소규모로 진행된 다양한 그룹과의 토론회 결과를 정리하고 문제해결 방향을 정립하는 자리로, 참가자 대다수는 놀이터 조성과 구성에 있어 정작 실수요자인 어린이들의 의견보다는 어른의 시각이 주된 요소로 반영됨에 따른 문제점을 지적했다.

 
좌장을 맡은 유세움 위원장은 “놀이터 관련 문제를 지속적으로 제기하고 논의함에 따라 집행부에서는 관련 TF을 구성했고, 놀이터 주변을 어린이 보호구역으로 지정한다는 계획 등의 성과를 이끌어냈다”며 “앞으로도 아이들의 놀이문화, 환경과 관련된 사업들에 대한 관심과 예산반영이 적절히 이뤄질 수 있도록 최선을 다하겠다”고 말했다.

또한, 이날 인천시의회 자치분권특별위원회(위원장 남궁형)와 자치분권 ‘동록개의 꿈’혁신연구회(대표의원 남궁형)간 ‘인천을 혁신하는 자치분권 넥스트플랜 세미나’를 진행했다.


세미나는 조민성(나라살림연구소) 정책위원이 강의를 맡아‘인천을 혁신하는 자치분권 넥스트플랜 로드맵’내용으로 자치분권 시대를 인천이 무엇을 어떻게 준비해야 하는지에 대한 설명을 이어갔다.


특히, 조 정책위원은 지역주민과 지방정부 주도의 모범사례들을 통해 자치분권을 쉽고 재미있게 풀이했다.


또, 민관합동연구소로 도시재생에 성공한 스페인 빌바오(Bilbao)지역과 시민과 전문가로 구성된 스웨덴 말뫼(Malmo)의 도시재생 사례를 통해 자치분권의 이해도를 한층 더 높였다.


남궁형 위원장은 “자치분권의 도약을 위해 다양한 시민참여형 제도마련이 필요하다”며 “자치분권차원에서 정책 사례에 대한 연구가 이뤄진 적이 없는 것 같다. 국내외 우수사례에 대한 연구로 인천정부가 나아가야 할 방향에 대해 고민이 필요하다”고 강조했다.


이어 “인천시민의 수요에 맞는 정책 검토로 유능하고 시민이 체감하는 인천시 자치분권 선도도시를 위해 인천정부의 미래에 대해 고민할 필요가 있다”고 덧붙였다.


한편, 인천의 자치분권의 정책 방안을 연구하는 의원연구단체인 자치분권 ‘동록개의 꿈’혁신연구회는 현재 남궁형 의원이 대표를 맡고, 손민호·조광휘 의원이 소속돼 있다. 이날 백종빈 부의장, 손민호 행정안전위원장, 김성준 문화복지위원장, 정창규 의원 등도 참석해 자리를 빛냈다.
