부평구, 도시재생뉴딜 기록화사업 ‘캠프마켓 오수정화조 2021’자료집 발간

(브레이크뉴스인천 박상도 기자) 부평구가 부평 미군기지 애스컴시티(현 캠프마켓)의 일부분이었던 오수정화조 시설의 기록과 철거과정을 정리한 ‘캠프마켓 오수정화조 2021’ 기록화 자료집을 발간했다.


이번 자료집은 부평 역사의 일부분인 오수정화조 반환 시점부터 시설 철거 과정, 주한미군 관련 기록, 오수정화조 시설 설치와 부평구 도심 발달사에 관한 기록, 시설 관계자 구술 채록 등 오수정화조와 관련한 다양한 역사적 내용을 수집·기록해 부평의 미래유산으로 역사 자료화하기 위해 추진됐다.


이 외에도 오수정화조와 연관된 역사 및 문헌자료, 현장사진, 보존물품 등도 종합적으로 담아 부평구 도시재생뉴딜사업 부지 내 오수정화조 시설을 둘러싼 모든 유산을 살펴볼 수 있도록 했다.


◇부평 미군부대 캠프마켓 C구역 오수정화조 부지 반환


부평 미군기지 역사의 한 자락인 캠프마켓 오수정화조는 캠프마켓에서 배출하던 오·폐수를 정화했던 시설이다.


한국전쟁 이후 1955년 미군기지 재편에 따라 미 육군 24군수지원사령부(Ascom)의 설립과 기지를 확장하는 과정에서 건립됐다.


당초 미군이 사용하던 오수정화조는 기록화사업 대상지인 캠프마켓 반환 C구역(부평구 부평동 65-17번지 일원)과 현 한국지엠 부평공장 등 두 곳에 위치해 있었다.

총 넓이 5천765㎡의 대지 위에서 하루 평균 3천800t의 오수를 처리했으나 부평의 미군기지 이전과 산업화 과정에서 캠프마켓 반환 C구역 내 하나만 남은 채 지난 2001년부터 가동을 중지한 상태였다.


지난 2002년 한미연합토지관리계획 LPP(Land Partnership Plan)에 따라 캠프마켓 부지 반환이 결정됐고, 부평 미군기지 이전으로 발생한 공여구역은 우선반환구역과 반환구역으로 나눠 반환절차가 진행됐다.


오수정화조 부지는 우선반환 C구역에 해당되며, 부평구 도시재생 뉴딜사업인 부평11번가 대상지에 포함된 곳이기도 하다.


캠프마켓 오수정화조 부지는 일제강점기에는 일본인들의 사유지로, 해방 이후에는 미군의 오수정화조로 이용된 공간으로 부평구의 도시 발달과정을 담고 있다는 점에서 의미를 지닌다.


오수정화조는 올해 1월에 철거됐다.


해당 부지에는 오는 2023년 12월까지 행복주택과 공공임대상가 등 주민생활시설, 공공지원센터 및 푸드플랫폼 등 도시재생 앵커시설을 포함한 혁신센터가 조성될 예정이다.


◇캠프마켓 오수정화조 부지 기록화사업


부평구는 도시재생뉴딜 사업을 추진하며 기록화사업을 병행하고 있다.


지난 2019년부터 2년여에 걸쳐 추진해 온 이번 사업은 도시재생뉴딜사업의 진행 과정을 비롯해 도시의 다양한 모습을 아카이빙하는 사업이다.


오수정화조 부지 기록화사업은 도시재생뉴딜 사업의 하나인 혁신센터 조성에 앞서 대상지인 캠프마켓 오수정화조 부지 철거 전 관련 기록들을 체계적으로 수집·기록해 부평의 도시역사를 자료화하기 위해 지난 2020년부터 조사해 얻은 결실이다.


기록화사업에는 전쟁사 연구자인 전갑생 서울대 교수와 사회적기업 ‘모씨네 사회적협동조합’이 참여해 문헌자료를 조사·분석했다.


오수정화조 시설 철거의 전 과정을 사진과 영상으로 촬영하고 인근 주민, 군무원과의 인터뷰를 통해 오수정화조와 관련된 기억을 기록했다.


또, 관련 현황 및 철거과정을 VR 영상과 미니다큐멘터리로 제작해 지역 주민과 공유하기도 했다.


부평구는 기록화 작업뿐 아니라, 철거되는 오수정화조의 주요 시설을 보존하고 공유하기 위한 작업도 병행했다.


보존물품과 기록화에 대한 유관기관 및 전문가 자문을 거쳤으며, 향후 같은 자리에 들어설 혁신센터에 보존물품들을 재활용하거나 보존·전시할 계획이다.


현장에서 수집한 보존물품들은 목재 전신주 9점과 살수여상시설 일부 등 모두 34건, 163점에 달한다.


◇어떤 내용 담겼나


기록화사업의 결과물을 담아낸 이번 자료집은 크게 5부로 구성돼 있다.


1부는 조사개요와 방법 등을 기술했고, 2부에서는 일제가 부평에 설치했던 육군사격연습장과 조병창, 그리고 광복 후 미군이 조성했던 애스컴 시티와 오수정화조 시설에 대한 국내·외 자료를 수집해 그동안 알려지지 않았던 역사적 사실들을 밝혀냈다.


특히, 부평 미군기지와 오수정화조에 대한 해외자료의 목록화 및 해제로 향후 연구 자료로 활용할 수 있게 됐다.


3부에는 미군부대에 근무했던 군무원과 인근 주민의 구술기록을 수록해 사람들의 기억 속에 남아있는 미군부대와 오수정화조의 생생한 모습을 기록했다.


4부와 5부는 자료의 조사·수집 결과 및 활용방안을 제안하고, 오수정화조 철거과정에서 수집한 보존물품을 목록화해 수록했다.


캠프마켓 오수정화조 부지는 근대 이후 사유지와 국유지, 국방부 및 부평구로 여러 차례 토지 소유권 변동을 거쳤다.


오수정화조 건설은 주한미군의 기지 개선사업 과정에서 1957년 미8군의 애스컴-인천 구역 오수정화시스템 제공을 위해 추진됐다.


정화탱크와 표준 임호프 탱크를 사용한 오수정화시스템은 당시 물 부족과 수세식으로 처리되던 오물처리 방식을 개선하면서 도시 기반시설을 확립해나가는 과정을 보여주고 있다.


조사 과정에서 발굴된 미군 자료 내 애스컴 기지 등의 중요한 사료 및 오수정화조 건설과 ‘시설 공병도’ 등을 발굴한 것은 큰 성과로 꼽힌다.


이번 ‘캠프마켓 오수정화조 기록화사업’을 책임진 황순우 부평구 도시재생뉴딜 총괄코디네이터는 “오수정화조는 냄새나고 볼품없는 시설일 뿐이겠지만, 캠프마켓에 없어서는 안 되는 시설이다”며 “보잘것없는 작은 시설이라도 기록을 통해 역사적 가치를 끄집어내고자 한 노력은 아픔의 시간 속에 담긴 우리의 역사를 제대로 보여주기 위함이다”고 강조했다.


이어 “이곳은 도시재생사업을 통해 새로운 공간으로 조성돼 일부 흔적들이 광장에 설치될 것”이라며 “오욕 속에서 아픔을 딛고 일어나 새로운 장소로 태어나는 과정을 목격자처럼 묵묵히 보며 서 있게 될 것이다”고 덧붙였다.


부평구 관계자는 “도시재생뉴딜사업의 일환으로 추진한 캠프마켓 오수정화조 부지 기록화사업으로 부평의 도시와 역사적 실체에 더욱 다가서는 자료들을 얻게 됐다”며 “오수정화조의 역사적 의미는 물론, 철거할 수밖에 없는 시설물의 철저한 기록을 통해 도시재생의 밑거름으로 활용하고자 하는 부평구의 의지를 담은 사업이다”고 말했다.


이어 “기록화 내용은 지역주민과 다양한 방식으로 공유하며 앞으로도 부평 지역의 다양한 모습을 기록하기 위해 힘쓸 예정이다”고 덧붙였다.
