(브레이크뉴스인천 박상도 기자) 부천시의회(의장 강병일)가 18일 제256회 임시회 제2차 본회의를 열어 상정된 안건을 처리하고 9일간의 새해 첫 임시회를 마쳤다.
이번 2차 본회의에서는 지난 1월 13일 본격 시행한 새 지방자치법 제74조(표결방법)에 따른 기록표결제를 적용해 눈길을 끌었다.
기록표결제는 의정활동의 투명성과 책임성 제고를 위해 안건마다 표결 결과를 기록하여 공개하는 것이다.
부천시의회는 기록표결제의 원활한 운영을 위해 전자회의시스템을 상반기 내로 구축할 예정이며, 시스템 구축을 완료하면 안건별로 전자투표를 통해 찬·반 의원의 성명을 기록하여 공개할 예정이다.
강병일 의장은 “지방자치법 개정으로 자치분권이 강화되는 것 이상으로 시민에 대한 책임도 커짐을 공감하고, 의정활동을 함에 있어 더 치열하게 고민하고 시민의 목소리에 더 귀 기울이겠다”며 지방의회의 의미를 되새겼다.
이어서 조례안 16건과 일반안 2건, 모두 18건의 안건을 처리했다.

강병일 의장은 시민이 주인이 되는 ‘자치분권 2.0’ 시대 첫 회기를 성공적으로 마칠 수 있도록 의정활동에 힘쓴 동료의원과 장덕천 시장을 비롯한 공직자를 격려하며 제256회 임시회를 마무리했다.
한편, 제257회 임시회는 3월 16일부터 3월 24일까지 개최할 예정이다.

Chairman Kang Byung-il concluded the 256th extraordinary session by encouraging fellow lawmakers and public officials, including Mayor Jang Deok-cheon, who worked hard to successfully complete the first session of the era of ‘Decentralization of Autonomy 2.0’ in which citizens are the masters.
