인천해경, 대명항 표류선박 9척 긴급 구조 및 해양시설 국가안전대진단 실시

(브레이크뉴스인천 박상도 기자) 인천해양경찰서가 최근 경기도 김포시 대명항에 정박해 있던 선박 9척이 계류밧줄이 끊어지면서 표류해 안전장소로 구조·이동했다.

 
인천해경에 따르면 13일 오후 4시 6분께 대명항 인근 군부대에서 선박이 표류한다는 신고를 접수하고 대명파출소 연안구조정을 급파해 강화대교 쪽으로 표류하고 있는 선박 A호(9.77톤) 등 9척을 확인했다.

 
대명파출소는 2차사고 방지를 위해 주변 안전관리와 어선 소유자와 선장들에게 연락해 표류선박을 대명항으로 안전하게 구조·이동시켰으며 인적·물적피해는 발생하지 않았다.

 
특히, 강화대교 염하수로에 암초가 많아 큰 사고로 이어질 뻔 했으나 해경의 신속한 대응으로 해양오염사고 등 2차사고를 예방할 수 있었다.

 
해경은 해수면 조차가 최대로 높아지는 백중사리 기간 빠른 물살로 계류밧줄이 끊어지면서 선박들이 표류한 것으로 보고 있다.


인천해경 관계자는 “백중사리 같은 대조기 기간 정박된 선박에서 표류 및 침수 등 안전사고가 발생할 수 있으니 각별한 주의가 필요하다”고 말했다.


또한, 인천해양경찰가 17일부터 10월 14일까지 59일간 인천 관내 해양시설 및 하역시설을 대상으로 오염사고 대비・대응태세를 점검하는 국가안전대진단을 실시한다.

 
이번 해양시설 국가안전대진단은 인천해양경찰서, 인천지방해양수산청, 인천시청 등 관계기관 합동반을 편성하여 대형 해양오염사고 위험성이 높은 300㎘ 이상 대형 기름저장시설 30개소와 5만 톤 이상 선박 접안이 가능한 시멘트・석탄 하역시설 12개 등 총 42개소를 점검할 예정이다.

 
주요 점검 사항은 해양시설 비상오염계획서 이행 여부, 자체 안전 점검 결과 확인, 하역 물질 해상 탈락 및 비산 방지 실태, 자체 오염사고 예방관리 등이다.

 
특히, 국가안전대진단을 통해 지적된 사항에 대해서는 개선 여부를 확인하고 개선되지 않은 사업장에 대해서는 완료될 때까지 지속적으로 관리해 나갈 방침이다.

 
한편, 인천해경은 작년 국가안전대진단을 통해 기름저장 및 하역시설 32개소에 대하여 39건의 지적・적발사항을 개선함으로 사고 예방에 기여했다.


김종필 해양오염방제과장은“이번 국가안전대진단 기간 합동점검을 통해 오염사고 예방에 최선을 다할 것이며 사업장에서도 자율적 안전관리 강화를 통해 안전 문화가 정착될 수 있도록 노력해 줄 것”을 당부했다.
