인천시 '행정체제 개편' 정부에 공식 건의 한다.
4~5월 중 지방의회 의견 청취 후 상반기 중 행정안전부에 건의 예정

(브레이크뉴스인천 박상도 기자) 인천시가 30일 미래지향적 인천형 행정체제 개편을 속도감 있게 추진해 올해 상반기 중 행정안전부에 공식 건의할 계획이다고 밝혔다.


인천시에 따르면, 시는 지난해 8월 31일 유정복 시장이 시민 불편을 최소화하고 생활권과 인구 규모에 적합한 미래지향적이고 합리적인 인천시 행정체제 개편안을 발표한 이후, 전담 조직을 만들어 이를 추진하고 있다.


인천시가 추진하는 인천형 행정체제 개편은 중구와 동구를 통합·조정해  (가칭)제물포구와 (가칭)영종구로 나누고, 서구를 (가칭)서구와 (가칭)검단구로 개편해 생활권 차이로 발생하는 주민 불편을 해소하고 지역 특성에 맞는 맞춤형 발전전략 추진을 위한 기반을 마련하는 것이 핵심이다.


이를 통해 1995년도 확정된 2군·8구의 현행 행정체제를 2군·9구로 개편한다는 구상이다.


인천시는 2026년 새로운 행정체제를 기반으로 한 민선 9기 출범을 목표로 하고 있다.


행정체제 개편은 지방자치법상 지방의회 의견 수렴을 거쳐 법률로 제정해야 하는 사항으로 이에 시는 지방의회 의원 및 지역주민들과의 적극적인 소통과 공론화 과정, 지방의회 의견 수렴 절차를 거쳐 상반기 중으로 행정안전부에 공식 건의한다는 입장이다.


한편, 시는 성공적인 행정체제 개편을 위해 그동안 구, 연구원 및 관계부서와 함께 실무 태스크포스(TF)를 구성해 소통체계를 마련하고, 지방의회 의원, 지역주민, 공무원, 전문가 등으로 구성된 시민소통협의체를 출범하는 등 협력관계를 구축해 왔다.


올해 3월에는 기본계획(안)을 마련해, 실무 태스크포스(TF) 회의를 통해 자치구와 관계부서의 의견을 청취했다.


기본계획(안)에 따르면 경계획정 방식은 제물포구·영종구는 바다를 경계로, 서구·검단구는 아라뱃길 경계를 원칙으로 적용할 예정이다. 자치구 명칭은 지역 역사성, 문화적 전통 등을 고려해 (가칭)제물포구, (가칭)영종구, (가칭)검단구로 지칭하고, 서구는 현행 명칭 유지 하는 것으로 구상하되, 향후 여론조사를 통해 확정할 예정이다.
