(브레이크뉴스인천 박상도 기자) 인천시가 10일,인천혁신모펀드의 출자 범위를 외국인투자기업과 국외기업까지 확대한 ‘글로벌 톱텐 모펀드’를 조성하고, 2028년까지 1조 원 규모의 펀드를 조성할 계획이라고 밝혔다.

인천시에 따르면, 이 펀드는 인천시가 500억 원, 국내․외 기업이 500억 원 총 1,000억 원으로 1조 원 규모의 펀드를 조성하는 것이 목표이며, 혁신적 기술과 아이디어를 가진 스타트업과 중소기업에 집중적으로 투자할 계획이다.

인천혁신모펀드는 2021년도부터 시작으로 경제인단체, 대학 등과 혁신모펀드 제1호~제3호를 조성했으며, 지난해에는 국내기업과 빅웨이브모펀드 제1호를 조성했다.

또, 지난 8월에는 글로벌 톱텐 모펀드 조성을 위해 외투기업 ㈜프리먼과 각각 150억 원을 출자해 3,000억 원 이상의 펀드를 조성하는 업무협약을 체결한 바 있다.

한편, 인천시는 외투기업과의 파트너십을 바탕으로 글로벌 네트워크를 활용함으로 국내․외 투자자들에게 더 많은 출자 기회를 제공하고, 지역기업과의 협력해 인천지역 내 기업의 글로벌 진출을 지원할 계획이다.

특히, 반도체, 로봇 등 미래 성장산업에 투자해 위험(리스크)을 분산하고 안정적인 수익 창출을 기반으로 지속 가능한 투자 기반을 마련할 예정이다.

또한, 인천시가 10일, 2026년까지 총 100명의 청년(예비) 창업가를 발굴해 해외 진출을 돕고, 국내 대학은 물론 글로벌캠퍼스 대학과의 협약을 통해 청년창업을 활성화할 계획이라고 밝혔다. 

인천시에 따르면, 시는 먼저 ‘청년 해외진출기지 지원사업’을 확대해 매년 지원 인원과 진출 지역을 단계적으로 확대할 방침이다. 

이 사업은 해외 창업의 꿈을 가진 지역의 청년들에게 해외 진출의 기회를 제공하고 글로벌 최고경영자(CEO)로 성장할 수 있도록 조력하는 인천시 대표 청년 창업지원 사업이다. 

지난해 10명의 청년 창업가들을 선발해 몽골과 베트남 아시아 2개 지역을 중심으로 기업별 맞춤형 컨설팅, 글로벌 엑셀러레이팅을 제공하는 것은 물론, 기업별 최대 1억 원의 사업 자금, 현지 시장조사 및 해외 현지 파트너 발굴 등을 지원한 바 있다.

사업 첫해임에도 불구하고 베트남, 사우디아라비아 등에서 해외법인설립(3건), 업무협약(MOU) 등 체결(29건), 프리 기업공개(IPO) 등 216억 원 투자유치, 해외수출 97,113달러, 특허 출원 및 등록(46건), 제휴점 체결 등을 통한 판로개척(89건) 등 괄목할 만한 성과를 거뒀다. 

인천시는 올해도 풍부한 해외 진출 지원 경험과 네트워크를 보유한 엑셀러레이터 2곳과 협약을 체결하고, 해당 진출 국가와 일대일로 연계해 전문적이고 체계적인 지원을 하고 있으며, 이달부터 미국, 싱가포르, 베트남 등지에 12명의 청년 창업가가 본격적인 해외 진출을 앞두고 있다.

이와 함께 관내 9개 대학 및 인천테크노파크와 함께 청년창업 활성화를 위한 ‘대학주도형 청년창업 플랫폼 조성’ 업무협약을 맺고, 올해 첫 사업으로‘인천 대학연합 창업아카데미’와 ‘인천 청년창업펀드 조성’을 추진하고 있다. 

내년에는 글로벌 대학으로 확대할 계획인 가운데, 오는 12월 글로벌캠퍼스 4개 대학과‘청년 창업기업의 글로벌 진출 지원을 위한 업무협약’을 맺고 우수한 대학창업 기업 및 대학생 창업동아리 등의 해외진출도 지원할 계획이다.

이를 위해 관내 대학들의 청년 창업기업을 모집해 ‘글로벌 진출역량 강화 프로그램’을 운영하고, 글로벌 시장에 진출할 우수한 청년 창업기업을 선발할 예정이다.  

선발된 청년기업에게 글로벌캠퍼스 대학들의 해외 엑셀러레이팅 프로그램 참여 기회와 함께 해외 콘퍼런스, 투자유치 설명회 참가 등 다양한 글로벌 시장 진출 혜택이 제공되며, 이후 지역 대학들과 함께 조성한 청년 창업펀드를 통해 글로벌 사업화를 위한 자금도 제공받을 수 있다.   

아울러, 2025년에 개최 예정인‘제2회 인천 대학연합 창업아카데미’에는 글로벌캠퍼스 대학들이 참여해 규모가 확대되는 등 인천 대학연합 창업아카데미가 앞으로 대학생 창업자들의 해외진출 교두보 역할을 수행할 수 있도록 후속 지원 프로그램을 강화할 계획이다. 

또한, 인천시가 10일, 디지털 전환 시대를 선도하는 디지털 혁신기술 중 4대 중점 분야를 선정하고, 이를 중심으로 디지털 혁신기술 산업 육성을 보다 가속화할 계획이라고 밝혔다.

인천시에 따르면, 최근 인공지능(AI)‧블록체인 등 디지털 혁신기술이 급속도로 발전하면서 산업은 물론, 사회 전반적으로 지역의 경쟁력을 좌우할 핵심 요소로 주목받고 있다. 

이에 따라 인천시는 글로벌 트렌드에 선제적으로 대응하고자 지난 2023년 2월 디지털 혁신기술산업 전담부서인 데이터산업과를 신설했으며, 인천이 디지털 산업의 선도도시로 성장할 수 있는 기반을 구축해 왔다.

이를 기반으로 앞으로는 체감할 수 있는 성과 창출을 위해 중점 육성 산업을 기반으로, 4개 분야를 선정해 지원할 계획이다.

○ 블록체인 선도도시 구현을 위한 산업생태계 활성화 및 확산서비스 제공

블록체인은 데이터의 안정성과 신뢰성을 제고하는 첨단기술로, 물류‧문화‧신원인증 등 다양한 영역에서 폭넓게 활용되는 기술이다.  

인천시는‘블록체인 허브도시 조성’을 위하여 블록체인 산업 육성에 선제적으로 나서왔으며, 대내외적으로 블록체인 선도지역으로 자리매김했다는 평가를 받고 있다.

인천시는 지난해 9월 미추홀구 도화동에 블록체인허브센터를 자체 조성한 데 이어, 올해는 과학기술통신부 주관 공모사업으로 블록체인 기술혁신지원센터 유치에 성공했다. 

블록체인 기술혁신지원센터는 오는 12월 연수구 송도동에 개소할 예정인데, 이 센터가 개소하면 인천에는 원도심(미추홀구 도화동)과 신도심(연수구 송도동)에 블록체인 기술기업 육성 거점 2곳을 운영하게 된다.

또, 블록체인 기업 유치 및 입주지원, 기술 개발·실증 환경 및 플랫폼 구축, 기술개발 자금 지원 등 기술생태계 조성을 위해 50개 사에 대한 기업지원과 지역대학과 협력해 기업 수요 맞춤형 전문인력 양성 교육(120명)을 하고 있다. 

내년에는 지역산업에 블록체인을 접목하는 블록체인 내재화 사업도 추진할 계획이다.

아울러, 블록체인을 활용한 공공서비스도 본격 구축한다. 

올해 국비 지원사업으로 자원순환활동 등 환경 실천 멤버심 통합 서비스인 에코허브플랫폼, 섬 방문 시 필요 서류를 원스톱으로 제시하고 관광 대체불가능토큰(NFT)을 발급받을 수 있는 섬패스, 문화콘텐츠 제작자 및 제조업자들의 제조이력을 관리할 수 있는 지식재산보호플랫폼 등을 구축하고 있다. 

2025년에는 이들 서비스가 시민들에게 안정적으로 제공될 수 있도록 인천시에서 자체적으로 운영하는 블록체인 메인넷을 구축해 서비스를 탑재한다.

또, 메인넷을 기반으로 한 모바일 서비스 플랫폼인 ‘(가칭) 인천 블록체인 플랫폼’ 애플리케이션을 구축하고, 이를 통해 인천 시민카드와 각종 지원사업 원스톱 신청 서비스 등의 추가 서비스를 발굴‧제공한다.

○ 경쟁력 있는 인공지능(AI) 기반 기업의 성장 및 지역 정착 지원 

인공지능은 이미 글로벌 세계에서 경제적‧사회적 패러다임을 전환하는 핵심기술로 자리매김하고 있다. 

그간 시는 인공지능 기반 기업의 육성 및 지역 정착을 위해 기술개발, 실증, 인증 등 단계별 성장을 지원해 왔으며, 2024년 현재 19개 기업을 지원하고 있다.

2025년에는 지역 특화산업이 생산성 제고 및 기술 경쟁력 강화를 이끌 수 있도록 인공지능 전환(AX) 지원을 강화할 방침이다. 

이를 위해 지역 산업들을 대상으로 디지털‧인공지능 전환 컨설팅 및 기술개발 지원을 추진하고, 이와 관련된 각종 국가 공모사업에도 보다 적극적으로 나선다.

앞서 인천시는 지난 5월 과학기술정보통신부 공모사업인 지역 자율형 디지털 혁신프로젝트에 선정되어 인공지능 기반의‘바이오인공지능사물인터넷(AIoT) 물류 플랫폼 개발’ 과제를 2026년까지 추진하는 등 성과를 거둔 바 있다.

○ 게임 체인저 선점을 위한 양자기술산업 전략 수립

양자기술산업은 미래사회의 혁신을 이끌 게임 체인저 기술로, 현재 본격적인 생태계가 형성되지 않은 초기 단계인 만큼, 인천시는 양자산업 전략을 체계적으로 수립할 예정이다.

특히 송도에 위치한 연세대학교에서 올해 하반기에 실물 양자컴퓨터를 구축할 계획으로, 연계방안을 위해 시는 실무협의체를 운영하고 양자컴퓨터 글로벌 허브 조성을 위한 추진 전략을 수립할 예정이다.

양자 컴퓨터는 양자 중첩과 얽힘 등의 원리를 이용한 정보처리 방식으로 암호 해독, 빅데이터 처리, 기초과학 모의실험 등 다양한 분야에서 혁신적인 발전을 이룰 것으로 기대되고 있다.

○ 소프트웨어(SW) 융합기업의 글로벌 진출 지원 및 빅데이터 기반 구축

소프트웨어는 블록체인, 인공지능(AI) 등 디지털 혁신 기술이 구현되고 작동되는 기반 기술로, 인천시는 소프트웨어 산업 전반의 육성을 위해 글로벌 스케일업 캠퍼스 지원사업(SW융합 기반 스타트업 글로벌 진출지원 프로그램)을 통해 매년 약 100여 개사 이상 육성 및 지원, 전용펀드 운영(인천성장펀드 등 2,188억 원)으로 관내 소프트웨어(SW)․인공지능(AI)․블록체인 기업들의 안정적인 자금조달을 지원하고 있다. 

또, 인천시는 2023년 인천데이터허브구축 사업으로‘모든 데이터가 연결되는 디지털플랫폼 정부구현’의 기반을 조성해, 구축된 28개 시스템을 토대로 데이터 수집·적재에 안정화를 꾀하고 있다.

인천시는 데이터 저장소 수집 범위 확대를 위해 2025년에‘인천데이터허브 고도화’ 사업을 추진할 예정으로, 수집 및 가공·분석한 데이터를 대학, 연구기관, 기업, 시민에 공유·개방을 확대할 계획이다.

또한, 인천시가 10일,  2025년부터 2027년까지 3년간 유타대학교, 인천테크노파크와 함께 인천 바이오 기업의 미국 현지 시장 진출을 지원하기 위해 미국 식품의약품청(FDA) 인허가 취득 지원 등 시범사업을 추진한다고 밝혔다.

인천시에 따르면, 이 사업은 지난 9월 28일 유타와 바이오 분야 업무협약(MOU)을 체결한 후속 조치의 일환이다.

세계 바이오시장 대비 국내시장 규모는 2% 정도의 매우 작은 수준이지만, 국내 의료기기 기업의 92.9%, 의약품(제약) 기업의 61.7%가 해외시장으로 진출하고 있다. 최근 실시한 바이오기업 실태조사에서 인천의 중소 바이오 기업들이 중견기업으로 성장하는 데 필요한 조건으로 ‘국내·외 수요처 다변화(판로확보)’를 가장 많이 꼽았다.

한편, 인천의 바이오 기업들은 그간 의약품 위탁개발생산(CDMO)을 중심으로 성장해 왔으나, 인천시는 최근 K-바이오 랩허브, 바이오 분야 국가첨단전략산업 특화단지 등 공모사업에 연이어 선정되면서 바이오 신약 개발, 의료기기, 소부장(소재·부품·장비)까지 다양한 분야로 사업 영역을 확대해 나가고 있다.

또한, 인천시가 10일,인천·배타적경제수역(EEZ) 내 3개 입지가 지난 8월 산업통상자원부가 공모한 ‘공공주도 대규모 해상풍력 단지개발 지원사업’에 선정돼, 이들 입지에 대해 2026년 말까지 인·허가 저촉여부 조사 및 지역수용성 조사·확보, 발전단지 설계·기본계획 수립 등을 검토할 예정이라고 밝혔다.

인천시에 따르면, 시는 앞서 지난 2022년부터 전액 국비를 활용해 ‘공공주도 해상풍력 적합입지 발굴조사’를 실시해 왔다.

The quantum technology industry is a game changer technology that will lead innovation in the future society, and as it is currently in the initial stage where a full-fledged ecosystem has not been formed, Incheon City plans to systematically establish a quantum industry strategy.

In particular, Yonsei University in Songdo plans to build a real quantum computer in the second half of this year, and the city plans to operate a working-level consultative body for linkage measures and establish a strategy for creating a global hub for quantum computers.

Quantum computers are expected to make innovative progress in various fields such as decryption, big data processing, and basic science simulation experiments by using the principles of quantum superposition and entanglement.

○ Support for global expansion of software (SW) convergence companies and establishment of a big data base

Software is the basic technology that implements and operates digital innovation technologies such as blockchain and artificial intelligence (AI). Incheon City supports the stable financing of software (SW), artificial intelligence (AI), and blockchain companies in the city through the Global Scale-up Campus Support Project (SW Convergence-based Startup Global Expansion Support Program) by fostering and supporting approximately 100 companies every year and operating a dedicated fund (Incheon Growth Fund, etc., KRW 218.8 billion).

In addition, Incheon City is establishing the foundation for ‘implementing a digital platform government where all data is connected’ through the Incheon Data Hub Construction Project in 2023, and is seeking to stabilize data collection and loading based on the 28 systems established.

Incheon City plans to promote the ‘Incheon Data Hub Enhancement’ project in 2025 to expand the scope of data storage collection, and plans to expand sharing and opening of collected, processed, and analyzed data to universities, research institutes, companies, and citizens. 

In addition, Incheon City announced on the 10th that it will promote a pilot project with the University of Utah and Incheon Technopark for three years from 2025 to 2027 to support Incheon bio companies' entry into the US local market, including support for obtaining approval from the US Food and Drug Administration (FDA).

According to Incheon City, this project is part of the follow-up measures to the bio-related business agreement (MOU) signed with Utah on September 28.

The domestic market size is very small, at around 2% compared to the global bio market, but 92.9% of domestic medical device companies and 61.7% of pharmaceutical companies are entering overseas markets.

In a recent survey of bio-companies, Incheon's small and medium-sized bio-companies cited 'domestic and overseas demand diversification (securing sales channels)' as the most necessary condition for them to grow into mid-sized companies.

Incheon City plans to provide priority support so that Incheon bio-companies can receive FDA approval more smoothly based on the experience and information from the University of Utah regarding FDA approval.

By 2027, we plan to provide follow-up support for 10 companies until they obtain final approval, including corporate diagnostic consulting for FDA approval, submission of supplementary documents, and response to FDA requests.

In addition, we are planning various support measures such as market analysis, local network connection, and investment attraction to successfully enter the US market.

Through this pilot project, we plan to secure future growth momentum so that Incheon City can emerge as the world's best bio-industry city by attracting potential bio-companies to Incheon.

Meanwhile, Incheon's bio companies have grown mainly through contract development and manufacturing of pharmaceuticals (CDMO), but Incheon City has recently been selected for a series of public offering projects, including the K-Bio Lab Hub and the Bio-field National Advanced Strategic Industry Specialization Complex, and is expanding its business areas to various fields, including bio new drug development, medical devices, and small and medium-sized businesses (materials, parts, and equipment).

In addition, Incheon City announced on the 10th that three sites in Incheon and the Exclusive Economic Zone (EEZ) were selected for the 'Public-led Large-scale Offshore Wind Power Complex Development Support Project' announced by the Ministry of Trade, Industry and Energy in August, and that they will review investigations into whether there are any conflicts with permits and licenses, investigations and acquisitions of local acceptability, and power plant design and basic plans by the end of 2026.

According to Incheon City, the city has been conducting a 'public-led offshore wind power suitable site exploration survey' using all national funds since 2022.

Based on the location preferences of stakeholders, we investigated wind resources, marine environments, etc. to find offshore wind power sites in Incheon and the Exclusive Economic Zone (EEZ), and discovered three sites with a capacity of 3.0 GW, including one site in the Ongjin Sea and two sites in the Exclusive Economic Zone (EEZ).

These three sites were selected for the ‘Public-led Large-scale Offshore Wind Power Complex Development Support Project’ hosted by the Ministry of Trade, Industry and Energy, and the total project cost is KRW 8.045 billion (KRW 2.175 billion from the national budget, KRW 870 million from the municipal budget, and KRW 5 billion from private capital).

This project is to support the timely development of large-scale offshore wind power complexes by securing acceptance and environmental friendliness in advance and sharing development benefits with local communities, led by local governments.

The key is to shift from a method in which private businesses promote the entire project process to a planned site method led by the public sector.

In order to solve problems such as poor site selection and site investigation during the business promotion of individual business operators, and lack of prior consultation with stakeholders, the public sector will establish a site information map, investigate basic feasibility, and then select offshore wind power operators based on the bidding method. Incheon City plans to select the public sector 1 and 3 sea areas among the three sites through a public contest after preparing a public contest guideline (draft), and to form a consortium with Korea Central Power, a company that has secured the sea area, to promote the 2nd sea area.
