(브레이크뉴스인천 박상도 기자) 전국시도교육감협의회(회장 강은희 대구시교육감, 이하 협의회)가 지난 21일 그랜드 하얏트 서울에서 제100회 총회를 개최하여 교원 정원 제도 개선 제안 등 6개 안건을 의결하고 유보통합 3법 개정안 관련 의견 및 대응을 논의했다.

이날 총회에서 진행된 주요 의결 사항은 다음과 같다.

○ 교원 정원제도 개선 제안

교원 정원은 학령인구 감소에 따라 지속해서 감소하고 있지만 악성 민원, 교권 침해 등으로 교사의 수업 및 생활지도 어려움은 증가하고 교직만족도는 최저 수준으로 떨어졌다. 

반면 지역소멸, 기초학력 등 다양한 사회 문제에 대한 교육의 책무성 요구도 증가하여 사회 변화 및 미래교육 수요를 반영한 교원 정원 배정이 필요한 실정이다. 

안정적인 교원 정원 확보 및 학생 개별 맞춤형 교육 지원을 위해 전국시도교육감협의회 산하 ‘교원 정원제도 개선 교육감 특별위원회’를 신설하여 운영하기로 했다.

○ 나이스 학생 교육비 시스템 기능 개선 요청

다자녀 지원 기준 확대로 다자녀 교육비 지원 대상자는 증가하고 있으나 나이스에 다자녀 학생 자격심사 기능이 없어 학교에서는 자격 여부를 수기로 확인하여 업무가 가중된 상황이다. 

이에 나이스 학생 교육비 시스템에 대법원 가족관계 사이트를 연계한 다자녀 학생 교육비 심사 시스템을 도입하여 증빙서류 제출 및 확인 없이도 교육비 심사가 가능하도록 교육부와 대법원 행정처에 개선을 요구하였다.

○ ‘기부금품의 모집·사용 및 기부문화 활성화에 관한 법률’ 일부개정 건의

국가나 지방자치단체 등은 기부금품을 모집하거나 접수할 수 없도록 규정하나, 예외적으로 사용 용도와 목적을 지정하여 자발적으로 기탁하는 경우에는 기부심사위원회의 심의를 거쳐 접수할 수 있다.

하지만 시․도교육청, 교육비특별회계 출자·출연기관 등에 자발적 기부금품을 접수할 때는 시급한 처리 건임에도 시도지사 소속의 기부심사위원회를 거쳐야 하므로 절차적 효율성이 저해되고, 교육의 자주성과 전문성 보장이 어려운 현실이다. 

기부문화 활성화를 위해 기부심사위원회를 둘 수 있는 기관의 종류에 시․도교육청을 신설하여 시도교육감 소속으로 기부심사위원회를 둘 수 있도록 ‘기부금품의 모집·사용 및 기부문화 활성화에 관한 법률’제5조 제3항 개정을 행안부에 요구했다.

○ 교육기관 급식인력(조리실무자) 대체 일용근로자 채용 시 안전보건교육 인정 범위 확대 법령 개정 요청

‘산업안전보건법’ 제29조에 따라 신규 일용직근로자 채용 시 작업 시작 전 1시간 안전보건교육을 실시한 후 업무 투입이 가능하며 동일 직종 근로자에 대해 학교별로 채용 때마다 안전보건교육을 1시간씩 매번 이수해야 한다. 

학교급식은 매일 정해진 양의 급식을 일정 시간 내에 완성해야 하는 업무로, 조리실무자의 개인의 휴무(연가, 병가 등) 사용 시 대체 일용근로자를 채용하여 급식 업무량을 달성하고 있으나 채용 시마다 교육 실시에 따른 업무상 공백 발생으로 노동력 낭비를 초래한다.

조리실무자의 대체 근로자가 시․도교육청 주관 ‘급식인력(조리실무자) 대체 일용근로자 합동 안전보건교육(4시간)’ 또는 안전보건교육 전문기관에 개설된 동일한 시간의 안전보건교육을 수료한 경우에는 1년 범위에서 별도 교육을 시행하지 않아도 되도록 ‘산업안전보건법’제29조, ‘산업안전보건법 시행규칙’법령 개정을 고용노동부에 요구했다.

또한, 이날 총회에서 진행된 교육의제 토의는 다음과 같다.

○‘유보통합 3법 개정안’ 논의

17개 시도교육감은 유보통합과 관련하여 시․도, 시․군․구에서 관장하던 보육사무를 교육청으로 이관하는 내용인 ‘영유아보육법’,‘지방교육자치에 관한 법률’,‘지방교육재정교부금법’ 개정안에 대해 심층 논의했다.

기존 지방자치단체장이 부담하고 있는 영유아보육경비 이관이 불분명한 상태에서 어린이집 관련 업무가 교육청으로 이관될 경우 교육 현장에 미칠 영향에 우려를 표명했다.

현 정부의 국정과제인 유보통합의 안정적 실현과 상향평준화를 위해 누리과정 지원 재정인 유아교육지원특별회계(2025. 12. 31. 종료)를 확대 개편한 (가칭)특별법을 교육부에 요청했다.

또, 지방교육재정에 대해 17개 시도교육감은 고교무상교육지원 연장에 관한 ‘고등학교 등의 무상교육 경비 부담에 관한 특례’ 법안 실행이 시도교육청 재정에 부담되지 않도록 여러 방안을 논의했다.  

전국시도교육감협의회 강은희 회장은 제100회 총회를 개최하며 ‘17개 시도교육감님의 뜻을 모아 교육 현안을 해결하고 대한민국 교육 발전을 위해 노력해왔다’며 ‘앞으로도 지방교육자치를 강화하여 아이들이 행복한 미래를 만들기 위해 최선을 다하겠다’고 말했다. 

지난주 치러진 대학수학능력시험과 관련하여 ‘넓은 세상에서 큰 꿈을 펼치기 위해 최선을 다한 수험생의 힘찬 미래를 응원하며, 지도하신 선생님을 비롯한 교육 가족 모두에게 존경과 감사의 마음을 전한다’고 말했다.

‘대한민국의 문제로 입시를 말하지만, OECD 학업성취도 등에서 대한민국 학생 수준은 세계 상위권에 달한다’며 ‘대한민국이 선진국으로 도약한 한강의 기적은 교육 덕분에 가능했지만 여전히 해결해야 할 산적한 교육 과제를 현명하게 해결해 나가자’고 말했다.

‘대한민국 교육 발전을 위해 생애 출발점부터 모든 영유아에게 질 높은 교육을 제공하는 유보통합을 추진 중이며, 급변하는 AI 디지털 시대를 맞이하여 미래를 위한 과감한 투자가 필요하다’고 말했다. 

‘백년지대계인 교육을 위해 장기적인 안목으로 일관성 있는 정책을 펼쳐 미래 주역인 아이들이 더 나은 환경에서 학습하도록 전국시도교육감협의회는 지속적인 소통과 협력으로 최선을 다하겠다’고 말했다.

‘2024년, 시․도교육청은 교육발전특구, 늘봄학교, AIDT, 유보통합 등으로 바쁜 한 해였다’며 ‘올해 시작된 교육 정책이 교육 현장에서의 성공 경험으로 이어져 한층 더 깊이 뿌리내리는 2025년이 되도록 앞으로도 모두 힘을 모아 주기 바란다’며 마무리했다.
