(브레이크뉴스인천 박상도 기자) 인천시의회가 인천의 해양 정체성을 강화하고, 지속가능한 발전 방안을 찾는 자리를 마련했다고 밝혔다.

인천시의회에 따르면,  의원연구단체 ‘지속가능한 인천해양을 위한 씨그랜트 활성화 방안 연구회(대표의원 유승분)’가 최근 인하대학교 60주년 기념관에서 인천시의회, 인천시, 인하대, 경기·인천씨그랜트센터 등이 공동 주최로  ‘지속가능한 인천해양 발전을 위한 심포지엄’을 개최했다고  밝혔다.

이날 심포지엄에서는 인천 해양의 현황과 문제점 진단, 국내 해양 발전 사례 분석, 인천해양수산진흥원 설립 방안 등이 중점적으로 논의됐다. 

이날 유승분 의원은 “인천은 천혜의 해양 자원과 지리적 이점을 가지고 있음에도 불구하고 해양 R&D 예산 부족, 해양오염, 수산자원 감소 등 해결해야 할 과제가 많다”며 “이번 심포지엄이 인천의 해양 정체성을 강화하고 지속가능한 발전을 위한 중요한 전환점이 되길 바란다”고 심포지엄 개최 취지를 설명했다.

이어 ‘인천 해양의 이슈와 문제점 진단’을 주제로 첫 발제에 나선 인천연구원 김성우 선임연구위원은 “인천은 갯벌 면적이 전국의 약 30%를 차지하며 풍부한 해양 자원을 보유하고 있지만, 해양오염, 연안 개발 압력, 수산자원 감소 등으로 심각한 위기에 직면해 있다”고 진단했다.

그는 “특히 해양보호구역 관리 강화와 인천 갯벌의 세계자연유산 등재가 필요하다”고 강조했다.

또 ‘지역 해양 발전을 위한 국내외 사례 분석’이란 주제로 두 번째 발제에 나선 부산연구원 장하용 책임연구위원은 “글로벌 스마트 항만 시장의 급성장에 따라 지역 특화형 해양 관리 기구의 설립이 중요하다”고 제안한 후 네덜란드와 싱가포르의 성공 사례를 바탕으로 인천만의 특성을 살린 해양산업 전략을 제시했다.

마지막 발제자 인하대 우승범 교수는 ‘인천 해양 발전을 위한 해양 전담기구 설치 필요성 및 실효적 운영 방안’을 부제로 “해양 신산업 육성과 지속 가능한 해양 환경을 위해 독립적이고 체계적인 관리 기구의 설립이 필수적”이라고 설명했다.

그는 또 구체적인 실행 방안과 단계적 추진 전략을 제안하며 참여자들의 주목을 받았다.

지정토론에서는 인하대 최중기 명예교수의 진행으로 인천시의회 유승분 의원, 청운대 김학수 교수, 국민대 임현택 교수, 기후생명정책연구원 장정구 대표 등이 참여해 해양 신산업 육성과 인천이 글로벌 해양도시로 도약하기 위한 방안을 논의했다. 

이 자리서 유승분 의원은 “인천은 해양 R&D 예산이 전국 최저 수준이며, 해양 쓰레기와 수산자원 감소 문제 등 해결해야 할 과제가 산적해 있다”며 “효율적인 해양 관리와 지속 가능한 발전을 위해 전문적인 관리 기구를 설립하고, 이를 통해 해양 신산업 육성, 해양 환경 보전, 데이터 기반 정책 수립 등을 체계적으로 추진해야 한다”고 강조했다.

김학수 교수는 “인천은 165개의 섬을 가진 독특한 섬 해양도시임에도 불구하고, 해양 관련 정책과 인프라가 매우 열악하다”며 “항만과 연안 개발, 섬 관광 활성화, 해양 쓰레기 문제 해결 등 종합적 접근이 필요하다”고 말했다.

임현택 교수는 “해양 정책의 체계적 추진을 위해 중앙부처 및 지역 대학과의 협업을 강화해야 한다”며 “이를 통해 해양 관련 산업 지원 펀드와 교육·문화 프로그램을 조성해 시민들에게 어필할 수 있는 콘텐츠를 만들어야 한다”고 제언했다.

장정구 대표는 “일관성 있는 해양 비전을 수립하고 주요 과제를 산학 협력으로 풀어나가야 한다”며 “남북 협력과 해상풍력 등 지속 가능한 성장 동력을 확보하는 것이 중요하다”고 말했다.

한편, 인천시의회와 인천시는 앞으로 인천 해양산업과 환경 문제 해결을 위한 구체적인 정책 방안을 마련하며, 중앙 및 지방정부, 대학, 시민사회 간 협력 체계를 강화할 계획이다. 

특히, 인천해양수산진흥원과 같은 전담기구 설치를 통해 해양 신산업 육성과 환경 보전, 정책의 일관성을 확보할 예정이다.
