(브레이크뉴스인천 박상도 기자) 부천시가 28일, 오는 12월부터 2025년 3월까지 ‘제6차 미세먼지 계절관리제’를 시행한다고 밝혔다.

부천시에 따르면, ‘미세먼지 계절관리제’는 고농도 미세먼지 집중 발생 시기인 12월부터 이듬해 3월까지 평소보다 강화된 미세먼지 저감·관리 정책을 시행하는 것을 말한다.

이번 제6차 미세먼지 계절관리제 기간 동안 부천시는 공공·수송·산업·생활·건강보호·정보제공, 6개 분야 17개 추진과제에 대해 평소보다 강화된 저감 및 관리 정책을 시행한다.

주요 내용은 공공분야 미세먼지 자발적 감축 이행, 배출가스 5등급 차량 운행 제한, 대기오염물질 배출사업장 및 공사장 비산먼지 발생 집중 단속, 집중관리 도로 운영 및 도로 청소 강화, 취약계층 건강 보호, 미세먼지 정보제공 등이다. 

특히 미세먼지 계절관리제 기간에는 평일 오전 6시부터 오후 9시까지(주말·공휴일 제외) 배출가스 5등급 차량 운행을 제한하며, 위반 시 1일 10만 원의 과태료가 부과된다. 

단, 배출가스 저감장치 부착, 장애인, 긴급차, 국가유공자 차량 등은 단속 대상에서 제외한다.

부천시는 관내 5등급 차량 중 저공해 미조치 차량 소유주들에게 운행 제한 제도를 계절관리제 시행 전 알리고, 저공해 미조치 차량 소유주가 신속하게 저감장치를 부착하고 노후경유차 조기 폐차를 신청할 수 있도록 홍보를 강화하고 있다. 

또한 공공 소각시설은 10월부터 법적 기준치보다 한층 강화된 자체 기준을 설정해 평시보다 강화된 자발적 감축을 선도적으로 이행하고, 계절관리제 기간에 지하역사, 대규모 점포 등 다중이용시설의 실내공기질을 중점 점검 할 계획이다. 

한편, 부천시는 계절관리제를 시행한 이후 지속적으로 초미세먼지 평균 농도가 감소하고 있다. 제5차 미세먼지 계절관리제(2023년 12월~2024년 3월) 시행 결과 기준연도(2018년 12월~2019년 3월) 대비 초미세먼지 평균 농도를 42.8% 낮추는 성과를 거뒀다.
