인천시에 따르면, 인천형 출생 정책이 전국 최고의 출생률을 끌어낸 데 이어 이어 소상공인의 물류비용 부담을 획기적으로 줄인 지하철 반값 택배 사업이 소상공인으로부터 열광적인 호응을 얻고 있다.

인천시가 지난 10월 28일 전국 최초로 시행한 ‘인천 소상공인 반값택배 지원사업’의 5주간 이용 건수가 8,550건에 이르며 계약업체도 시행 초기 2,362개에서 3,520개 업체로 49%(1,158개 업체)증가했다고 밝혔다.

사업 시행 초기부터 하루 평균 100건을 넘어서자, 인천시는 당초 업체별 연간 120건으로 제한했던 지하철 반값택배 이용 물량을 무제한(예산 소진 시까지)으로 변경(11월 11일부터 시행)했으며, 12월 2일 851개로 일일 최대 물량을 기록했다. 

지하철 반값 택배 지원사업은 지하철을 활용한 집화센터를 통해 소량의 물품을 모아 택배사와 단가계약을 체결함으로써 소상공인의 배송비를 절감하는 사업으로, 인천시가 2022년부터 추진해 공유물류망을 통한 당일 배송 서비스의 업그레이드 버전이다.

당시만 해도 대형 택배사들은 인천시의 공유물류망 구축에 대하여 모두가 회의적이었지만 시는 공동물류센터 구축을 통한 택배단가 절감과 소상공인이 이용하지 못했던 당일배송 실현 등 관내 소상공인의 서비스 경쟁력을 확보하기 위해 꾸준히 노력해왔다. 

특히 2024년 당초 7억 원의 예산으로 1,000개 업체 지원이 가능했던 소상공인 공동물류센터 사업을 지하철 역사에 촘촘히 집화센터를 구축함으로 37만 인천시 전체 소상공인으로 지원 대상을 확대한 것은 소상공인을 위한 인천시의 적극 행정의 결과다.

지하철역에 설치된 집화센터에 물품을 입고하면 인천시 소상공인은 누구나 1,500원부터 택배 서비스를 이용할 수 있으며, 사업장에서 픽업을 요청할 경우 2,500원부터 배송이 가능하다.

지하철 반값 택배 서비스의 호응과 함께 픽업서비스 이용 업체도 큰 폭으로 증가했다.

평균 업체 종사자 수가 1.4인(人)인 영세 소상공인 업체 상황을 고려할 때 저렴한 가격에 직접 픽업까지 해주는 서비스는 비용과 시간을 줄일 수 있는 혁신 그 자체다. 

실제로 2024년 12월 2일 기준 인천 소상공인 반값 택배 지원사업 신청업체는 3,520개 사에 이르며, 배송물량도 26만 4,536개에 달한다. 

2023년 12월 계약업체 수(560개 사)와 배송 물량(2만 3,323개)과 비교하면 엄청난 성장이다.

현재 반값택배 집화센터는 인천시청역을 비롯해 인천지하철 1·2호선 30개 역사에 마련돼 있다. 

인천시는 내년 하반기 집화센터를 57개 전체 역사로 확대하는 2단계 사업을 추진할 계획이다. 

정창화 인천시 물류정책과장은 “지하철 반값택배와 더불어 방문 픽업택배 이용자 역시 급격히 증가하고 있다”면서 “인천시 소상공인이 배송비 부담에서 벗어나 다양한 서비스와 품질로 온라인 쇼핑 시장에서 경쟁력을 확보할 수 있도록 반값택배 지원사업의 안정적인 추진과 확대를 위해 더욱 노력하겠다”고 말했다.
