(브레이크뉴스인천 박상도 기자) 인천시가 3일, ‘노후계획도시 정비 및 지원에 관한 특별법’이 지난 4월 27일 시행되고 노후계획도시정비기본계획 수립용역이 착수됨에 따라 오는 4일부터 11일까지 노후계획도시 대상 지역별 주민 사전설명회를 개최한다고 밝혔다.

인천시에 따르면, 이번 설명회는 노후계획도시정비법과 기본계획 수립에 대한 주민들의 이해를 돕고, 의견을 수렴해 기본계획을 원활히 수립하기 위해 마련됐다. 

설명회에서는 노후계획도시 정비 특별법 주요 내용, 기본계획 수립 방향, 특별정비구역 지정 및 사업 시행 절차 등을 다루며 또, 현장 질의응답을 통해 주민 의견을 적극 반영할 예정이다.

설명회는 미추홀구, 연수구, 남동구, 계양구, 부평구 순으로 진행되며, 행정복지센터와 구청 대강당 등에서 열린다. 

참여 대상은 노후계획도시 주민을 비롯해 인근지역 주민, 공무원, 단체 등이며, 구체적인 일정과 장소는 인천시 누리집에서 확인 가능하다.

인천시는 이번 설명회를 시작으로 기초조사를 거쳐 기본계획안을 작성한 뒤 주민공람, 시의회 의견 청취, 도시계획위원회 심의를 통해 2026년 3월에 기본계획을 확정·고시할 계획이다.

또한, 인천시가 3일, 과학기술정보통신부(이하 과기정통부) 국비 지원 스마트서비스 사업인 ‘스마트빌리지 보급 및 확산 사업’(이하 스마트빌리지 사업) 발굴에 본격 착수했다고 밝혔다.

인천시에 따르면, 이 사업은 정보 통신 기술(ICT)을 활용해 지역사회의 디지털 전환을 촉진하고, 균형발전 경쟁력을 강화하기 위한 사업이다.

인천시는 사업 추진을 위해 현안을 파악하고 수요조사 및 현장 확인 등의 과정을 거쳐 선도사업과 보급사업으로 국비 매칭 공모사업을 신청할 계획이다. 

이를 위해 지난 2일, 시 사업부서와 군·구, 유관기관을 대상으로 ‘2026년 스마트빌리지 사업 설명회’를 개최해 타 광역시·도에 앞서 조기 발굴을 위한 선제적 노력을 기울였다.

설명회에서 인천시는 효율적이고 지속가능한 사업 추진을 위한 세 가지 방침을 발표했다. 

첫째, 사업선정위원회를 운영해 실효성 있는 사업을 선정하고, 시민 생활과 밀접한 지속가능한 사업을 추진할 계획이다. 

둘째, 예산 산출 절차를 강화(산출 규모 분석 절차 추가)해 과도한 예산 책정을 방지하고, 사업 규모를 체계적으로 관리하기로 했다. 

셋째, 전문 컨설팅 지원을 통해 사업의 전 과정을 신속하고 효과적으로 추진할 수 있도록 지원할 예정이다. 

사업절차로는 2025년 1월 과기정통부의 공모사업 공고를 시작으로 2월에 사업 신청이 이루어진다. 

이후 3월에는 한국지능정보사회진흥원(NIA)의 적격 평가를 받고, 4월에는 인천시 사업선정위원회의 심의를 통해 최종 사업이 확정된다. 

확정된 사업은 2025년 9월 정부예산에 반영된 후, 2026년부터 본격적으로 착공에 들어간다.

한편, 인천시는 2025년 스마트빌리지 사업으로 국비 232.3억 원을 지원받아 광역사업(6개), 군·구 특화사업(5개), 군·구 확산사업(3개)을 기획하고 있으며, 이 중 보급사업은 국비 70%, 지방비 30%, 선도사업은 국비 80%, 지방비 20%의 재원이 투입된다.

광역사업으로는 스마트 전기화재 예방 시스템 구축, 원도심 생활밀착형 스마트 교통서비스, 차세대 버스정보 전략자산(BIT) 개발(선도사업), 2025년 인천형 스마트 경로당 보급 및 확산 산업, 통합체계 관리를 위한 스마트 ‘협력’ 빌리지 조성, 디지털트윈 기반 원도심 도시문제 분석 설루션 구축 사업이 있다.

군·구 특화사업으로는 (강화군) 스마트 헬스케어 경로당 확대 및 고도화, (미추홀구) 스마트 지역아동센터 및 노인복지관 조성, (동구) 노령인구도 편안하고 건강한 동구 정주 여건 개선, (남동구) 범죄 없는 안전도시 남동구 조성사업, (계양구) 원도심 스마트 휴게공간 조성사업이 추진될 계획이다. 

군·구 확산사업은 스마트 도시계획 기반 지속가능한 스마트서비스를 확산하기 위한 사업으로 3개 군·구를 선정해 지원한다.

김민규 시 도시관리과장은 “2026년부터는 일회성 사업이 아닌 지속가능한 생활밀착형 스마트서비스를 보급·확산할 것”이라며 “2025년 스마트빌리지 사업은 인천이 국비를 대규모로 지원받아 추진하는 중요한 사업으로, 시민들이 체감할 수 있는 성과를 창출하기 위해 최선을 다하겠다”고 밝혔다.
