(브레이크뉴스인천 박상도 기자) 인천시 시정 자문기구인 시정혁신단이 오는 15일 인천시청 공감회의실에서 ‘인천신항 배후단지 자유무역지역 지정 및 활성화 방안’을 주제로 전문가 토론회를 개최한다고 밝혔다.

시정혁신단에 따르면, 지난해 12월, 해양수산부는 인천신항과 부산항 신항 1종 항만 배후단지 일부 개발을 공공개발과 민간개발로 나누어 시행한다고 발표했다.

이에 따라 인천신항 2-1단계는 인천항만공사(IPA)가 주도하는 공공개발 방식으로 추진되며, 해당 구역은 약 157만㎡ 규모의 토지가 형성될 예정이다. 

이는 정부가 인천 시민과 지역 항만업‧단체들의 항만 배후단지 개발에 대한 공공성 강화 요구를 반영한 결과다. 또한, 인천 지역사회와 시가 협력해서 일군 쾌거다.

한편, 지역사회에서는 항만 배후단지 개발의 공공성을 강화하기 위해 해당 부지를 자유무역지역으로 지정해야 한다는 목소리를 꾸준히 제기해 왔다. 

하지만 민간개발 방식으로 추진 중인 인천신항 1-1단계 2구역(HDC현대산업개발 컨소시엄)과 1-1단계 3구역 및 1-2단계(GS건설 컨소시엄) 중에 1-1단계 2구역 사업은 일부 주주사들의 반대로 자유무역지역 지정이 추진되지 않고 있다. 

이번 토론회에서는 김운수 인천연구원 선임연구원이 대표 발제를 맡아 ‘인천항 항만배후단지 개발 및 자유무역지역 도입 방안 모색’을 발표하며, 개발 과정에서의 주요 쟁점을 정리하고 입주기업과 인천항의 상생 발전 방안을 제시할 예정이다.

이어지는 전문가 토론에는 유영석 인천상공회의소 경제진흥실장, 김주엽 경인일보 경제부 기자, 정창화 인천시 물류정책과장, 김재식 시정혁신단 균형발전정책분과 위원 등이 참여해 분야별 해법을 논의한다.

특히 이번 토론회는 인천신항 배후단지 개발사업의 성과와 활성화 방안을 모색하는 자리로, 항만 배후단지 공공개발과 자유무역지역 지정에 힘써온 인천지방해양수산청도 참석해 그간의 노고를 공유하며 발전 방향을 함께 논의할 예정이다.

한편, 시정혁신단은 민선 8기 출범과 함께 구성된 시정 자문기구로, 시민이 체감할 수 있는 시정 혁신 과제를 발굴하고 성과로 이어가기 위해 다양한 분야의 전문가와 관계 기관이 참여하는 정책토론회를 지속적으로 개최하고 있다.

Incheon City Government Innovation Group, an advisory body for city government, announced that it will hold an expert discussion on the topic of ‘Incheon New Port Hinterland Free Trade Zone Designation and Activation Plan’ at the Incheon City Hall Empathy Conference Room on the 15th.
