(브레이크뉴스인천 박상도 기자) 부천시가 오는 1월 31일까지 경유차를 소유한 시민이 환경개선 부담금 연납(일시 납부) 신청 시 10%를 할인해 준다고 밝혔다.

부천시에 따르면, 환경개선부담금은 ‘환경개선비용부담법 제9조’에 따라 환경개선 필요 비용을 환경오염의 원인자를 대상으로 부과․징수하여 국가 지속적인 발전의 기반이 되는 쾌적한 환경 조성 투자 재원 조달을 목적으로 하는 법정부담금이다.

환경개선부담금 부과는 연납분(1월, 3월)과 정기분(3월, 9월)으로 나누어 부과되며 이 중 연납 신청 건은 약 4,000건이며 부과 예상 금액은 약 4억 6,000만 원이다.  

2024년 연납 수납은 3,857건이었으며, 부과․징수액은 4억 3,591만 원이었다. 

환경개선부담금 연납 제도는 정기분(3월, 9월)을 1월과 3월에 연납(선납)하면 환경개선부담금 납부액을 할인해 주는 고객지향적 납부 제도로, 1월 연납은 10%, 3월 연납은 5% 할인 혜택을 제공한다.

환경개선부담금을 연납한 차량을 양도·폐차한 경우에는 보유기간 이후의 기간에 대해서는 환경개선부담금을 환급받을 수 있다.

1월 환경개선부담금 연납 신청은 이달 31일까지 위택스또는 전화·직접 방문 신청을 통해 할 수 있다.

부천시는 시민 편의를 위해 전년도 환경개선부담금 연납 신청자를 대상으로 이달에 환경개선 부담금 연납 납부 고지서를 발송할 계획이다.

납부 방법은 은행 CD/ATM기를 이용한 현금카드 또는 신용카드 납부, 위택스 및 지로에서 조회·납부 가능하며 가상계좌로도 납부 할 수 있다.

부천시 관계자는“2025년 부천시 환경개선부담금 부과 대상은 경유 자동차 약 28,000대(2012. 7. 1. 이전 출고 차량)로, 부과 예상 금액은 약 19억 원이며 환경개선부담금 연납 신청 건은 약 4,000건”이라며“앞으로 보다 많은 시민이 혜택을 받을 수 있도록 환경개선부담금 연납 제도에 대해 지속적으로 홍보할 것”이라고 말했다.

Bucheon City announced that citizens who own diesel vehicles will receive a 10% discount when applying for annual environmental improvement fee (lump-sum payment) by January 31.

According to Bucheon City, the environmental improvement fee is a statutory fee that aims to levy and collect environmental improvement costs from those who cause environmental pollution in accordance with Article 9 of the ‘Environmental Improvement Cost Burden Act’ to secure investment funds for creating a pleasant environment that serves as the foundation for sustainable national development.

The environmental improvement charge is levied in installments (January, March) and regular installments (March, September). Of these, there were approximately 4,000 applications for installment payments, and the expected amount to be levied is approximately KRW 460 million.

In 2024, there were 3,857 installment payments, and the amount levied and collected was KRW 435.91 million.

The environmental improvement charge installment payment system is a customer-oriented payment system that provides a discount on the environmental improvement charge payment amount if the regular installments (March, September) are paid in installments (prepaid) in January and March. The January installment payment provides a 10% discount, and the March installment payment provides a 5% discount.

If a vehicle for which an environmental improvement charge has been paid in installments is transferred or scrapped, the environmental improvement charge can be refunded for the period after the holding period.
