(브레이크뉴스인천 박상도 기자) 부천시가 지난 13일 조용익 부천시장이 노후화로 긴급 안전조치가 필요한 제3종시설물을 직접 방문해 안전 상태를 점검하고, 신속한 조치를 지시했다고 밝혔다. 

부천시에 따르면, 이번 현장 점검은 시민 안전 확보를 위한 선제 대응 차원에서 추진된 것으로, 점검 대상인 소사구 자유로 19-8 건축물은 1985년 사용승인을 받은 노후 건축물이다. 

2014년에는 해당 건물 1층에서 화재가 발생한 바 있으며, 이후 구조안전진단을 거쳐 2018년 제3종 시설물로 지정돼 시는 매년 정기안전점검을 실시해왔다.

해당 건축물은 2024년 정밀안전점검과 2025년 해빙기 정기안전점검에서 지하 1층에 중대한 구조 결함이 확인됐다.

또, 옥상 광고탑은 노후로 인한 전도 및 추락 위험이 커 시급한 철거가 필요하다는 전문가 의견이 제시됐으나 별다른 안전조치 없이 방치돼, 각별한 주의가 요구되는 상황이었다.

이에 따라 부천시는 2025년 4월 해당 건축물을 인명피해 우려 지역으로 지정하고, 재난관리기금을 활용해 지하 1층 잭서포트 설치와 옥상 광고탑 철거 등 긴급 안전조치를 즉시 시행할 예정이다. 

안전조치 이후에도 건축물 주민협의체와 지속적으로 소통하며 보수‧보강 등 안전관리를 유도하고, 관련 법령에 따라 연 3회 이상 전문가 점검과 2년 주기의 정밀안전점검을 안전진단전문기관에 의뢰해 실시할 계획이다.

조용익 부천시장은 현장 점검 자리에서 “시민의 생명과 안전보다 우선하는 가치는 없다”며 “재난관리기금은 시민의 생명과 안전을 지키기 위한 중요한 재원으로, 앞으로도 위급한 상황에 적극적으로 활용해 신속히 대응하겠다”고 말했다.
