(브레이크뉴스인천 박상도 기자) 인천시가 오는 28일, 대규모 재난 발생 시 초기 대응 역량을 강화하고 각 기관의 역할을 점검하기 위한 ‘재난대응 안전한국훈련’을  실시한다고 밝혔다.

인천시에 따르면, 이번 훈련은 인천시를 비롯해 연수구청, 인천교통공사, 송도소방서, 경찰청, 인천테크노파크, 의료기관 등 총 19개 기관 300여 명이 참여하는 민·관 합동 대규모 훈련으로, 현장훈련과 토론훈련을 연계해 진행된다.

현장훈련은 유동 인구가 많은 송도 인천대입구역 및 인천스타트업파크 일대에서 실시되며, 지진으로 인한 도시철도 탈선, 화재 발생, 건물 붕괴 등 복합 재난 상황을 가정해 긴급대피, 인명구조, 화재 진압, 응급 복구 등의 실제 대응 절차를 점검할 예정이다.

또, 인천시청 재난영상회의실에서는 현장 상황에 맞춘 상황판단회의와 재난안전대책본부 구성 등 대응체계를 확인하는 토론훈련도 동시에 진행된다.

인천시는 5월 28일 오후 1시 30분부터 송도 인천대입구역 4번 출구 앞에서 시민들이 훈련을 직접 참관할 수 있도록 개방할 예정이며, 훈련 당일에는 인천스타트업파크 주변 일부 구간의 교통이 통제될 수 있어 시민들의 양해와 협조를 당부했다.

유정복 시장은 “재난은 언제, 어디서든 예고 없이 발생할 수 있는 만큼 유관 기관은 물론 시민 모두가 재난 대응 행동요령을 숙지하고 반복적인 훈련을 통해 대응 역량을 키우는 것이 중요하다”며 “안전한 인천을 만들기 위한 이번 훈련에 시민 여러분의 많은 관심과 적극적인 참여를 부탁드린다”고 밝혔다.

또한, 인천시가 지난 20일 인천시청에서 ‘2025년 집중안전점검’의 추진 상황을 점검하고 향후 계획을 논의하기 위한 보고회를 개최했다고 밝혔다. 

인천시에 따르면, 이번 보고회에는 관련 부서를 비롯해 군·구, 공사·공단, 체육회 등 총 18개 점검 참여 기관이 참석해 기관별 점검 현황과 개선 조치 사항, 안전문화 확산을 위한 홍보 방안 등에 대해 공유하고 협력 방안을 모색했다.

‘집중안전점검’은 일상생활 속에서 방치되어 사고 위험이 큰 시설물이나 국민적 관심이 높은 시설물 등을 대상으로, 정부, 지자체, 민간 전문가, 그리고 시민이 함께 참여해 위험요인을 사전에 발굴하고 제거함으로써 재난과 사고를 예방하기 위한 안전점검 활동이다.

올해 집중안전점검은 4월 14일부터 6월 13일까지 총 61일간 진행되며, 어린이 이용시설, 교통시설, 노인요양시설, 다중이용시설, 의료시설, 건설공사장, 낚시어선 등 총 690개소가 점검 대상이다. 

이 중 일부는 시민들이 직접 점검을 요청한 시설물로, 시민 참여를 통해 안전에 대한 사회적 관심과 자발적 실천도 함께 유도하고 있다.

이날 회의에서는 기관별 점검 결과와 조치 사항이 집중적으로 다뤄졌으며, 점검 결과 즉각적인 보수·보강이 필요한 공공시설물에 대해서는 예산을 활용해 신속히 조치하기로 했다. 

또, 추가 진단이 필요한 시설에 대해서는 정밀안전진단을 추진하고, 필요한 경우 행정안전부에 재난안전특별교부세를 요청하는 등의 조치도 병행할 방침이다.

하병필 행정부시장은 “재난을 사전에 막을 수 있는 가장 효과적인 방법은 철저한 예방과 점검”이라며 “관계 기관 모두가 사명감을 가지고 단 한 건의 위험 요소도 놓치지 않는다는 자세로 꼼꼼하게 점검해 주길 바란다”고 강조했다. 

이어 “이번 집중안전점검이 시민들의 생활 안전을 한층 더 강화하고, 안전한 인천을 만드는 데 실질적인 밑거름이 될 수 있도록 시 차원의 지원을 아끼지 않겠다”고 말했다.
