(브레이크뉴스인천 박상도 기자) 이달희 의원(비례대표·국회산불피해지원대책특위)이 지난 10일 국회에서 열린 산불피해지원대책특별위원회 전체회의에서 지난 3월 경북·경남·울산에서 발생한 초대형 산불과 관련해 피해지역의 회복을 넘어 재창조 수준으로 개발해야 한다고 강조했다.
조만간 본격적으로 논의될 특별법에 대해서는 재정 지원과 함께 한시적으로라도 중앙권한을 지방에 이양하는 등의 규정이 반드시 필요하다고 밝히며 정부의 보다 적극적인 대응을 촉구했다.
이 의원은 “이번 산불로 인해 피해지역의 경기 침체는 물론 공동화 현상으로 지방소멸은 더욱 가속화 될 것”이라며, “폐허가 된 지역에 스마트팜과 같은 첨단 시설 유치를 통해 항구적인 재건 대책이 시급하다”고 강조했다.
이어 특위에 상정된 산불피해지원 관련 특별법에 대해 기획재정부가 ‘현행법과 복구계획 등에 따라 충분한 지원이 가능해 특별법 제정의 실익이 크지 않다’는 의견을 제시한 것과 관련해, 이 의원은 “현재까지의 정부 지원 대책은 피해지원과 일상회복, 2차 피해 방지 등에 한정되어 있다”고 꼬집으며, 지역 재창조 관점에서 기획재정부의 전향적인 법안 대응을 촉구했다.
이와 관련해 김윤상 기획재정부 제2차관은 “피해지역의 지속 가능한 발전을 위한 플랜이 꼭 있어야 된다고 보고 있다”며, “법안소위 논의 과정에서 산지전용이나 농지전용 같은 규제의 문제도 종합적으로 검토하겠다”고 답변했다.
한편 이 의원은 사상 최대의 산불 피해로 막대한 산림 소실은 물론 생활기반, 산업시설, 중소기업 및 소상공인 등 지역사회 전반에 걸친 피해 지원 및 지역 재창조를 효과적으로 뒷받침하기 위한 『경북·경남·울산 초대형 산불 피해구제 및 지원 등을 위한 특별법』을 6월 5일 대표발의한 바 있다.
특히 이 의원안에는 지역 재건을 위한 ‘지방 권한 위임 및 특례’, ‘산불 대응 전문교육기관의 설치’ 등의 조항을 별도 규정해 기존 발의된 법안과 차별화를 뒀다.
지난 3월 21일 발생한 경북·경남·울산 지역의 산불로 31명이 사망하고 103,879헥타르의 산림이 불에 타는 등 중앙재난안전대책본부 추산 1조 818억 원의 재산피해가 발생했다.
이 중 경상북도가 입은 피해 산림 면적은 전체 피해 면적의 95.6%에 이른다.
