특히, 고액 체납자에 대해서는 전담 책임징수제를 운용해 집중적으로 관리하고, 납부 능력이 있는 체납자에게는 강도 높은 징수 활동을 펼칠 예정이다. 

반면, 생계가 어려운 체납자에게는 체납처분을 유보하고 분납을 유도하는 등 상황에 맞는 탄력적 대응에 나선다.

아울러, 부천시는 시민이 납부 기한을 놓쳐 가산세 등 불이익을 받지 않도록, 다양한 채널을 통해 납부 기간 홍보활동도 강화한다. 

고지서가 제때 전달될 수 있도록 송달 관리에 힘쓰고, 대형 마트와 전통시장 내 홍보 매체를 활용한 시민 밀착형 안내도 병행해 납세 편의를 높이며 자발적 납세 문화를 확산해 나갈 예정이다.
