이어 9월 심의회에서는 ‘쇼핑센터’로 분류된 그레이스쇼핑, 로얄쇼핑, 부천역사쇼핑몰(이마트 제외), 부천터미널소풍, 투나 5곳도 가맹점 등록 제한 대상에서 제외했다.
