조례안 발의 찬성의원으로는 송승환 서구의회 의장을 비롯해 김남원·백슬기·서지영 의원이다. 

이영철 의원이 발의한 조례 주요 내용은 민·관 합동 폐기물 직매립 관련 감시체계 구축, 수도권매립지 직매립 금지 이행 등을 위한 계획 수립·시행, 폐기물 운반 차량 정보 수집·분석 통한 특별 단속 대상 지정, 주민 신고·포상제도 운영 등이다.

이영철 의원은 “사실상 폐기물 발생지 처리 원칙 부재와 인천시 등의 행정 미비까지 더해져 검단·서구 주민은 지난 30년간 막대한 환경적·경제적 피해를 겪어왔다”며 “인천시 등은 수도권매립지 직매립 금지 제도 시행을 앞두고 적극적이고 신속한 행정 절차를 추진해 검단·서구 주민 피해를 더는 방치해서는 안 된다”고 꼬집었다.

한편, 수도권매립지 대체지 선정이 지연될수록 검단 지역의 악취·소음·환경오염 문제가 심화되고 수도권매립지 조기 포화 현상도 가속화될 것이라는 우려가 커지고 있다.

이영철 의원이 지난 7월 수도권매립지공사가 발표한 ‘2024년 통계연감’을 살펴본 결과, 지난해 폐기물 반입 지역은 총 64곳으로 최초 반입이 시작된 1992년(53곳) 보다 무려 11개 지역이 늘어난 것으로 파악됐다.

덧붙여 이영철 의원이 ‘2021년~2025년 10월 생활폐기물 반입 총량제 현황’을 분석한 결과, 지난 5년간 생활폐기물 반입량은 총 291만 6,676톤으로 반입 총량제가 정해놓은 총량 한도(277만 8,051톤)를 무려 13만 8,625톤 초과한 것으로 확인됐다.

이영철 의원은 “대체지 선정이 늦어질수록 검단·서구 주민이 받는 손실과 피해는 계속해서 커져만 갈 것이다”며 “인천시 등은 2025년 수도권매립지 종료를 위한 매립지 대체지 선정과 폐기물 처리안 마련 등을 조속히 추진해 30년간 고통받아 온 검단·서구 주민의 피해를 최소화하고 이에 대한 합리적인 보상책도 강구해야 할 것이다”고 덧붙였다.
