(브래이크뉴스인천 박상도 기자) 인천시가 11일, 강화해역 어업인의 조업여건 개선하고 어업 생산성을 높이기 위해 조업시간을 최대 2시간 연장하는 규제완화를 추진했다고 밝혔다.

인천시에 따르면, 이번 조치는 국가안보와 월선 방지 등의 이유로 1982년부터 유지돼 온 야간조업(항행) 제한을 단계적으로 완화하는 것으로, 올해 1월 인천 연안해역(북위 37°30′이남) 야간조업(항행) 제한을 전면 해제한 데 이어 약 44년 만에 인천 전 해역을 대상으로 추진되는 어업규제 개선이다. 

강화해역은 올해 1월 시행된 야간조업(항행) 제한 완화 대상에서 제외되면서 지역 어업인들의 추가적인 규제 완화 요구가 지속적으로 제기돼 왔다. 

이에 인천시는 해양수산부, 국방부, 해양경찰청 등 관계기관과 협의를 진행하고 현장 의견을 적극 수렴해 조업시간을 연장하는 방안을 마련했다.

이번 협의 결과 강화해역 전역(북위 37°30′이북)은 기존 일출부터 일몰까지 허용되던 조업시간을 일출 전 30분, 일몰 후 30분까지 확대해 하루 총 1시간의 조업시간이 연장된다.

또, 강화남단 7개 어장(대상어장 : 만도리 B어장, 새터어장, 선수어장, 후포·긴곳지선어장, 분오리어장, 동검도어장, 황산도어장) 이남 해역의 경우 성어기인 4월부터 6월, 9월부터 11월까지는 일출 전 1시간부터 일몰 후 1시간까지 조업이 가능하도록 조정돼 하루 총 2시간의 조업시간이 추가 확보된다.

이번 규제완화가 적용되는 해역은 약 640.7㎢ 규모로, 여의도 면적의 약 221배에 해당한다. 

조업시간 연장에 따라 어업인의 조업 기회 확대와 생산량 증가가 기대되며, 최근 어업생산량과 어업현황 등을 분석한 결과 연간 약 50억 원 규모의 경제효과가 발생할 것으로 전망된다.

향후 해양수산부의 ‘인천광역시 해역 일시적 조업 또는 항행 제한’ 고시 개정이 완료되면 강화해역에서는 오는 7월부터 12월까지 시범 조업이 실시될 예정이다. 

인천시는 시범운영 기간동안 관계기관과 긴밀히 협력해 야간조업 안전관리 체계를 강화하고, 어업인 대상 교육과 홍보를 병행하는 등 안전한 조업환경 조성에도 만전을 기할 계획이다.
