(브레이크뉴스인천 박상도 기자) 강화군이 오는 11월까지 지방세입 체납액을 효율적으로 정리하고 건전한 납세 문화를 조성하기 위해 지난 1일부터 '2026년 지방세입 체납관리단'을 운영한다고 밝혔다.

강화군에 따르면, 지방세입 체납관리단은 지방세 및 세외수입 100만 원 이하 소액 체납자를 대상으로 체납 원인과 납부 능력을 분석하고, 체납자 유형에 따른 맞춤형 징수 활동을 추진하기 위해 운영된다. 

이를 위해 강화군은 기간제근로자 3명을 채용해 세무회계과 체납정리팀 담당 공무원과 함께 체납 관리에 나선다.

운영 기간은 오는 7월 1일부터 11월 30일까지다. 

다만 폭염이 집중되는 8월 1일부터 31일까지는 혹서기 운영 중단 기간으로 정해 실제 활동은 7월과 9월부터 11월까지 모두 4개월간 진행된다.

체납관리단은 전화 상담을 통해 체납자의 자진 납부를 유도하고 장기·고질 체납자에 대해서는 거주지 및 사업장을 방문해 현장 실태조사를 실시하는 등 체납 해소 방안을 추진할 계획이다. 

또한, 실직이나 질병 등으로 납부가 어려운 생계형 체납자에 대해서는 복지 부서와 연계해 긴급 복지 지원 등 필요한 도움을 받을 수 있도록 지원할 계획이다.

박용철 강화군수는 “체납관리단 운영을 통해 납부 능력이 있는 체납자는 성실한 납부를 유도하고, 경제적 어려움을 겪는 생계형 체납자는 복지 지원과 연계해 실질적인 도움을 받을 수 있도록 하겠다”며 “앞으로도 공정한 납세 환경을 조성하고 안정적인 지방재정 확충을 위해 최선을 다하겠다”고 말했다.

Ganghwa-gun announced that it has been operating the '2026 Local Tax Revenue Delinquency Management Team' since the 1st of this month to efficiently settle delinquent local tax revenues and foster a sound tax payment culture until this coming November.

According to Ganghwa-gun, the Local Tax Revenue Delinquency Management Team is operated to analyze the causes of delinquency and payment ability of small-amount delinquents with local taxes and non-tax revenues of 1 million won or less, and to promote customized collection activities based on the type of delinquent.

To this end, Ganghwa-gun has hired three fixed-term workers to manage delinquencies alongside officials from the Delinquency Settlement Team of the Tax Accounting Division.

The operation period runs from July 1 to November 30.

However, the period from August 1 to 31, when heatwaves are most intense, has been designated as a summer suspension period; consequently, actual activities will take place over a total of four months, spanning July and September through November.

The Delinquency Management Team plans to implement measures to resolve tax arrears, such as encouraging voluntary payment through telephone consultations and conducting on-site investigations by visiting the residences and workplaces of long-term and chronic delinquents.

Furthermore, for livelihood delinquents who face difficulties in payment due to unemployment or illness, the team plans to coordinate with welfare departments to ensure they receive necessary assistance, including emergency welfare support.

Ganghwa County Mayor Park Yong-cheol stated, "Through the operation of the Delinquency Management Team, we will encourage diligent payment from delinquents capable of paying, while ensuring that livelihood delinquents facing economic hardship receive practical assistance by linking them with welfare support." He added, "We will continue to do our utmost to create a fair tax payment environment and expand stable local finances."
