(브레이크뉴스인천 박상도 기자) 인천 계양구가 오는 8월부터 12월까지 5개월간 반려견의 체계적인 관리와 유실·유기 방지를 위해  생체인식 기술을 활용한 ‘반려견 코무늬(비문) 등록 시범 사업’을 추진한다고 밝혔다. 

계양구에 따르면, 이번 사업은 계양구가 인천시와 협력해 추진하는 시범사업으로 비문등록은 사람의 지문처럼 반려견마다 서로 다른 코의 고유한 무늬인 ‘비문’을 활용해 개체를 식별하는 방식이다. 

등록 대상은 생후 2개월 이상 반려견으로 별도의 등록 비용은 없으며 시범사업은 글로벌 생체인식 전문기업이자 세계 최초 접촉식 비문인식 솔루션 개발을 보유한 ‘유니온바이오메트릭스’가 수행기업으로 참여한다.

계양구는 사업 추진에 앞서 지역 내 500세대 이상 공동주택을 대상으로 안내 공문과 홍보 전단을 배부했으며, 오는 7월 16일까지 참여 신청을 선착순으로 접수하고 있다. 

현행 법령상 비문등록은 정식 동물등록으로 인정되지 않아 외장형 동물등록을 병행해야 하지만, 올해 시범사업 기간 동안 구민 부담을 줄이기 위해 외장형 등록 비용까지 전액 무료로 지원할 계획이다.

선정된 아파트에는 8월부터 전문업체가 직접 방문해 현장 등록 부스를 운영한다. 

비문등록을 완료하면 모바일 비문등록증이 발급되며, 외장형 동물등록을 한 경우에는 구청에서 실물 동물등록증 카드를 발급해 우편으로 발송한다.

계양구 관계자는 “비문등록은 내장형 칩에 대한 거부감과 외장형 등록장치의 분실 우려를 줄일 수 있는 새로운 등록 방식인 만큼 많은 관심과 참여를 바란다.”며 “선착순으로 진행되는 사업인 만큼 기한 내 신청해 단지 입주민들이 무료 등록 혜택을 놓치지 않길 바란다.”고 말했다.

이어 “구민 여러분의 적극적인 참여가 반려견 비문등록 제도의 법제화 기반을 마련하고, 성숙한 반려동물 문화 조성에도 큰 밑거름이 될 것으로 기대한다.”며 “계양구가 반려동물 정책을 선도할 수 있도록 많은 관심과 참여를 부탁드린다.”고 말했다.

Incheon's Gyeyang-gu announced that it will launch a 'Pet Dog Nose Print Registration Pilot Project' utilizing biometric technology for five months, from this coming August to December, to ensure systematic management of pet dogs and prevent their loss or abandonment.

According to Gyeyang-gu, this project is a pilot initiative being pursued in cooperation with Incheon City. Nose print registration is a method of identifying individual dogs by utilizing 'nose prints,' which are unique patterns on the nose that differ for each dog, much like human fingerprints. 

The registration applies to pet dogs aged two months or older, and there is no separate registration fee. The pilot project is being implemented by Union Biometrics, a global biometric specialist and developer of the world's first contact-based paw print recognition solution.

Prior to the project, Gyeyang-gu distributed informational letters and promotional flyers to apartment complexes with 500 or more households within the district and is accepting applications on a first-come, first-served basis until July 16.

Under current laws, paw print registration is not recognized as formal animal registration and requires concurrent external animal registration; 

however, to reduce the financial burden on residents during this year's pilot project, the district plans to fully subsidize the cost of external registration as well.

Starting in August, specialized companies will visit selected apartment complexes to operate on-site registration booths.

Upon completion of paw print registration, a mobile paw print registration certificate will be issued. 

For those who have completed external animal registration, the district office will issue a physical animal registration card and mail it to them. 

An official from Gyeyang-gu stated, “We hope for your interest and participation, as paw print registration is a new method that can reduce the aversion to implanted chips and the risk of losing external registration devices.” He added, “As this program operates on a first-come, first-served basis, we hope residents of the complex will apply within the deadline to ensure they do not miss out on the free registration benefits.”

He continued, “We expect that the active participation of our residents will lay the groundwork for the legalization of the dog paw print registration system and serve as a significant foundation for fostering a mature pet culture.” He concluded, “We ask for your continued interest and participation so that Gyeyang-gu can lead in pet policy.”
