(브레이크인천 박상도 기자) 인천시가 최근 강화군 양사면 교산리에서 북성리 해안선에 이르는‘교산천 수해상습지 개선사업’공사가 마무리됐다고 밝혔다.

인천시에 따르면, 이번 사업은 집중호우와 태풍 등 자연재해에 따른 침수 피해를 예방하고 안정적인 하천 치수 능력을 확보하기 위해 추진됐으며, 총사업비 315억 원(국비 25억 원, 시비 290억 원)​을 투입해 2019년 12월 착공했으며, 약 7년 간 대대적인 정비가 진행됐다.

당초 교산천은 하천 제방이 계획홍수위에 비해 낮고 하천의 폭이 좁아 기후변화로 인한 국지성 집중호우에 취약한 상태였으며, 이에 범람 위험과 배수 불량 등 침수 피해 우려가 지속적으로 제기되어온 지역이었다. 

이에 인천시는 상위계획인 하천기본계획 및 하천설계기준에 따라 제방 축제 및 호안 정비(6.5km), 배수시설 설치, 교량 재가설(4개소) 등 교산천 3.25km 구간에 대한 종합적인 하천 정비를 완료했다.

이번 사업을 통해 기존 하천의 폭이 확대(B=10∼40m→35∼40m)되는 등 하천의 통수 능력이 크게 향상되고 안정적인 배수체계가 구축됐으며,  인근 농경지와 주거지역의 침수 피해 예방은 물론 주민들의 생명과 재산 보호에도 크게 기여할 것으로 기대된다.

앞서, 인천시는 이번 사업과 더불어 296억 원을 투입해 강화군 강화읍 갑곳리 일원의‘동락천 수해상습지 개선사업(하도정비 L=2.9km / B=20∼50m → 35∼50m)’을 2025년 12월 완료한 바 있다. 

한편, 인천시는 인천의 대표적 도심 하천인 승기천과 장수천을 명품하천으로 재탄생시키기 위한‘승기천 지역맞춤형 통합하천사업’과 ‘장수천 하천 정비사업’준비도 착실히 해 나가고 있다.

올해 12월 중 기본 및 실시설계를 완료하고 2027년 상반기 착공 예정으로, 각각 총사업비 480억원, 240억 원을 투입해 하천의 치수안정성 확보와 함께 수질 개선 및 친수공간 조성 등 2029년 상반기 준공을 목표로 본격 추진할 계획이다.  

인천시는 앞으로도 하천 시설물에 대한 지속적인 유지관리와 정기 안전점검을 통해 하천의 치수 기능을 유지하고, 기후변화로 빈도가 증가하는 집중호우와 자연재해에 선제적으로 대응해 시민이 안심할 수 있는 안전한 하천 환경을 조성해 나간다는 방침이다.

Incheon Ganghwa-gun ‘Gyosan Stream Flood Wetland Improvement’ completed

Incheon City recently announced that the ‘Gyosan Stream Water and Marine Wetland Improvement Project’ from Gyosan-ri, Yangsa-myeon, Ganghwa-gun to the Bukseong-ri coastline was completed.

According to Incheon City, this project was promoted to prevent flooding damage caused by natural disasters such as heavy rain and typhoons and to secure stable river flood control capacity. Construction began in December 2019 with a total project cost of 31.5 billion won (2.5 billion won in national funds and 29 billion won in city funds), and extensive maintenance was carried out for about 7 years.

Initially, Gyosancheon Stream was vulnerable to localized heavy rain due to climate change because the river embankment was lower than the planned flood level and the river width was narrow. As a result, concerns about flooding damage such as flooding risk and poor drainage were continuously raised.

Accordingly, Incheon City completed comprehensive river maintenance for the 3.25 km section of Gyosan Stream, including embankment festival and revetment maintenance (6.5 km), installation of drainage facilities, and re-construction of bridges (4 locations) in accordance with the river basic plan and river design standards, which are higher-level plans.

Through this project, the width of the existing river was expanded (B = 10-40m → 35-40m), greatly improving the river's water passage capacity and establishing a stable drainage system. Meanwhile, Incheon City is also steadily preparing for the ‘Seunggicheon Regional Customized Integrated River Project’ and the ‘Jangsucheon River Maintenance Project’ to reborn Incheon’s representative urban rivers, Seunggicheon and Jangsucheon, into premium rivers.

The basic and detailed design will be completed in December of this year and construction is scheduled to begin in the first half of 2027. The total project cost of 48 billion won and 24 billion won, respectively, will be invested to secure dimensional stability of the river, improve water quality, and create a waterfront space, with the goal of completing construction in the first half of 2029.

Incheon City plans to maintain the river's flood control function through continuous maintenance and regular safety inspections of river facilities, and to create a safe river environment where citizens can feel at ease by proactively responding to heavy rainfall and natural disasters, which are increasing in frequency due to climate change.
