(브레이크뉴스인천 박상도 기자) 인천 영종구가 10일, 사회적 고립과 고독사 위험이 있는 주민을 조기에 발견하고 지속적으로 안부 확인을 하는 ‘영종구 이웃연결단’을 본격 운영한다고 밝혔다.  

영종구에 따르면, 올해 8월부터 운영을 시작하는 ‘영종구 이웃연결단’은 복지서비스 접근이 어렵거나 사회적 관계가 단절된 고독·고립 위험 가구를 지역사회가 함께 살피는 상시 인적 안전망을 구축하는 데 목적을 둔 사업이다. 

영종구는 영종구노인인력개발센터와 협력해 노인일자리 참여자 6명을 ‘이웃연결단’으로 투입하고, 관내 6개 동에 각 1명씩 배치해 8월부터 오는 11월까지 시범 운영을 한다. 

특히, 이번 시범 운영 결과를 바탕으로 오는 2027년에는 사업을 확대·추진해 나간다는 계획이다.

이웃연결단은 주 1회 이상 전화 안부 확인을 원칙으로 활동하며, 필요한 경우 담당 공무원과 함께 가정을 방문해 대상자의 생활 실태를 확인한다. 

또한, 활동 과정에서 사회적 고립이나 고독사 위험 징후를 발견하면 즉시 동(洞) 행정복지센터에 이를 알리고, 필요한 복지서비스가 연계될 수 있도록 지원하는 역할을 수행한다.

손화정 영종구청장은 “고독과 고립은 개인의 문제가 아니라, 지역사회가 함께 해결해야 할 사회적 과제”라며 “이웃연결단이 지역 곳곳에서 따뜻한 관심과 안부를 전하는 연결고리가 돼 위기 상황을 예방하고, 누구도 소외되지 않는 복지 안전 매트를 만드는 데 이바지할 것”이라고 말했다.

한편, 영종구는 앞으로도 민관 협력을 바탕으로 고독·고립 위험 가구를 지속 발굴하고 맞춤형 복지서비스를 연계하는 등 지역사회 중심의 고독사 예방 체계를 강화해 나갈 계획이다.
