(브레이크뉴스인천 박상도 기자) 인천 남동구가 10일, 단속을 통해 압수한 불법 적치물과 광고물을 재활용하여 예산을 절감하고, 어르신들의 일자리까지 창출하는 1석 3조의 민·관 협력 모델을 전국 최초로 구축했다고 밝혔다.

남동구에 따르면, 구는 지난 6일 남동구노인인력개발센터(센터장 유석금), 청년창업기업 ㈜콜렉터스(대표 박민서)와 ‘압수물품 자원순환 및 남동구 노인일자리 창출을 위한 업무협약’을 체결했다. 

그동안 남동구가 단속 과정에서 압수한 불법적치물(리어카 등 혼합고철)과 불법광고물(입간판, 에어라이트 등)은 고철과 플라스틱, 목재 등이 섞여 있어 별도 선별 과정 없이 폐기 처리되어 왔으며, 이로 인해 매년 지속적인 폐기물 처리 비용이 발생해왔다. 

이번 협약에 따라 남동구는 압수 후 일정 보관기간이 지난 물품 중 자원순환이 가능한 고철·폐기물을 재활용업체인 ㈜콜렉터스에 인계하게 된다. 

㈜콜렉터스는 인수한 압수물품을 선별·매입한 뒤 매입금액을 남동구에 지급하게 된다.

특히, 남동구노인인력개발센터에서 운영하는 노인일자리 사업인 ‘툭(Took)’ 참여 어르신 12명이 압수물품의 분리 및 선별, 재활용 분류 작업 등에 지원 인력으로 참여한다. 

노인일자리 사업의 수익성을 높이고 어르신들에게 안정적인 일자리를 지속적으로 제공할 수 있게 됐다. 

이병래 남동구청장은 “이번 협약은 방치되거나 폐기되던 압수물품을 자원화하여 환경을 보호하고, 구 예산 절감과 세외수입 확충은 물론 어르신들의 일자리 창출까지 이끌어낸 민·관 협력의 모범 사례”라며, “앞으로도 자원순환 촉진과 지역사회 일자리 창출을 연계한 선순환 행정을 적극 발굴해 나가겠다”고 밝혔다.

In the meantime, illegal junk material (mixed scrap metal, such as rear cars) and illegal advertising materials (signboards, air lights, etc.) confiscated during the crackdown by Namdong-gu were discarded without a separate screening process because they were a mixture of scrap metal, plastic, wood, etc., resulting in continuous waste disposal costs every year.
