(브레이크뉴스인천 박상도 기자) 국회 국토교통위원회 정일영 의원(더불어민주당, 인천 연수을)이 인천 송도국제도시 럭스오션SK뷰 아파트 테라스 구조물 붕괴사고와 관련해 “입주 1년여밖에 되지 않은 신축 아파트에서 사람이 생활하는 공간인 테라스가 무너졌다는 것 자체가 결코 있을 수 없는 일”이라며 “SK에코플랜트는 주민들의 요구를 무겁게 받아들이고 즉각 책임 있는 대책을 내놓아야 한다”고 강하게 질타했다.

아울러 정 의원은 이미 시공사에 대한 주민들의 신뢰가 사실상 무너진 상황인 만큼, 국토교통부가 직접 나서 사고 원인과 단지 전체의 구조적 안전성을 신속하고 철저하게 규명하고 주민들을 실질적으로 보호할 수 있는 대책을 마련해야 한다고 촉구했다.

지난 8월 7일 오전 인천 연수구 송도동 럭스오션SK뷰에서 한 세대의 오픈테라스 구조물과 하단 외장재가 붕괴·낙하하는 사고가 발생했다. 

사고 세대가 공실이어서 인명피해는 없었지만, 사람이 있었다면 자칫 심각한 인명사고로 이어질 수 있었던 아찔한 상황이었다. 

해당 단지는 SK에코플랜트가 시공한 1,114세대 규모의 공동주택으로 사용승인을 받은 지 불과 1년여밖에 지나지 않은 신축 아파트다.

특히, 단지 하자처리 현황에 따르면 지금까지 접수된 하자는 총 5만7,296건에 달한다,

이 중 5만4,101건이 처리됐지만 현재도 3,195건이 남아 있으며, 도배 8,873건, 미장 6,364건, 타일 4,778건 등 단지 곳곳에서 광범위하게 하자가 접수됐다.

무엇보다 수만 건의 하자가 접수된 신축 아파트에서 실제 거주공간인 테라스 붕괴사고까지 발생하면서 문제는 단순한 마감 불량이나 생활상 불편을 넘어 “과연 이 아파트 자체가 안전한가”라는 근본적인 불안으로 번지고 있다.

정일영 의원은 10일 오전 사고현장을 직접 찾아 안전조치 상황을 점검한 데 이어 같은 날 저녁 다시 아파트를 방문해 수백 명의 주민들과 간담회를 가졌다. 

현장에는 어린 자녀를 데리고 나온 주민들을 비롯해 오랜 시간 하자 문제를 호소해 온 입주민들이 참석해 시공사에 대한 강한 불신과 절박함을 쏟아냈다.

주민들은 전 재산이나 다름없는 돈을 들여 분양받은 집에서 거주공간이 실제로 무너지면서 “이 집에서 계속 살아도 되는 것이냐”, “어린아이들을 데리고 안심하고 생활할 수 있겠느냐”고 호소했다. 

사고 이후 집을 팔기도 어려워지고 전세도 나가지 않을 것이라는 걱정에, 기존 세입자마저 떠나는 상황까지 겹치면서 안전뿐 아니라 삶의 터전과 재산 전체가 흔들리고 있다는 불안도 커지고 있다.

이에 주민들은 단순한 보수나 일부 보상을 넘어 환불과 전면적인 재시공·재건축 등 근본적인 대책을 요구하고 있다. 

그동안 반복된 하자와 대응 과정에서 SK에코플랜트에 대한 신뢰가 무너진 만큼 시공사의 자체 점검이나 미봉적인 보완책만으로는 더 이상 안심할 수 없다는 입장이다.

정일영 의원은“현장에서 주민들을 직접 만나보니 이번 사고를 단순히 ‘테라스 한 곳이 무너졌으니 보완하면 된다’는 식으로 접근해서는 절대 안 된다는 것을 절실하게 느꼈다”며 “평생 모은 재산을 들여 마련한 집인데 하루아침에 내가 사는 집을 믿을 수 없게 됐다. 어린아이를 키우는 부모들은 또 무언가 무너지지 않을까 걱정하고, 집은 팔릴지, 전세는 나갈지 걱정하며 하루하루를 보내고 있다. SK에코플랜트는 주민들의 두려움과 절박함부터 제대로 직시해야 한다”고 밝혔다.

이어 정 의원은 “총 5만7,296건의 하자가 접수됐고 아직 3천 건 넘게 남아 있는 상황에서 이제는 실제 거주공간까지 무너졌다”며“이런 상황에서도 미온적인 원칙과 법적인 이야기만 반복한다면 주민들이 어떻게 SK에코플랜트를 믿을 수 있겠느냐. 이미 주민 신뢰는 사실상 무너졌다”고 질타했다.

정부와 관계기관의 책임도 지적했다. 

설계와 시공, 감리·품질관리, 사용승인 등 여러 단계의 절차를 거친 신축 공동주택에서 구조물이 붕괴한 만큼, 시공사의 책임뿐 아니라 사업계획 승인과 감리, 사용검사 등 행정·관리 절차가 제대로 작동했는지도 철저히 규명해야 한다는 것이다.

정 의원은 11일 국회 국토교통위원회 전체회의에서 국토교통부 장관을 상대로 사고 원인과 책임소재를 따져 묻고, 국토교통부 건설사고조사위원회 등 공신력 있는 조사체계를 통한 철저한 원인 규명과 단지 전체 안전점검과 확실한 대책을 촉구할 예정이다. 

아울러 SK에코플랜트가 시공 중인 다른 사업장에서도 유사한 안전 문제가 없는지 국토부 차원의 점검 필요성도 제기할 계획이다.

정 의원은 “광주 화정과 인천 검단 사고를 겪고도 입주한 지 1년여밖에 되지 않은 신축 아파트에서 이런 사고가 다시 발생했다면 정부 역시 ‘건설사가 알아서 해결할 문제’라며 뒤로 물러서 있을 수 없다”며 “설계부터 시공, 감리, 사용승인까지 무엇을 확인했는지, 정부의 관리·감독은 제대로 작동했는지 국토부가 국민 앞에 답해야 한다”고 강조했다.

Representative Jeong Il-young stated, “After meeting residents in person at the site, I keenly felt that this accident must absolutely not be approached simply as ‘one terrace collapsed, so it can be fixed.’” He continued, “This is a home acquired with a lifetime’s worth of savings, yet overnight, the house I live in has become untrustworthy. Parents raising young children spend each day worrying that something else might collapse, and they worry about whether their house will sell or if they will be able to rent it out. SK Eco Plant must first properly face the fear and desperation of the residents.”

Representative Jeong further criticized, “With a total of 57,296 defects reported and over 3,000 still remaining, the actual living space has now collapsed. If, even in this situation, they only repeat lukewarm principles and legal arguments, how can the residents trust SK Eco Plant? Residents’ trust has effectively already collapsed.”
